of topsoil (also in 2 lifts) replaced. A single lift of topsoil 12" thick was to be placed on the <br />reclaimed north- facing slope adjacent to Tuttle Draw. For the WFC parcel, the southwestern <br />half was to be topsoiled with 22.7" (in 2 lifts) while the western end and northern flank were <br />in the 13.2 ", 2 -lift category. <br />The Topsoil Zones 6 and 7 proposed for reclamation of the Lloyd property (i.e. 21" in the <br />east and 13" in the west) are not appreciably different from the scenario originally approved <br />under PR -05. The Division withdraws its earlier request to create a new "Zone 9 ". <br />Resolved. <br />c. Disturbances associated with Ponds 009, 012, and 013 were incorporated into the appropriate <br />replacement zones on Maps 2.05.44 and 2.05.4 -7, and replacement volumes were included <br />on Map 2.05.4 -7 and Table 2.05.4(2)(d) -4. Resolved. <br />d. Stripping of topsoil is described in Section 2.04.9 — Subsection 16. Please add a new sentence <br />to the introductory paragraph of Section 2.04.9 stating that topsoil salvage requirements of <br />2.05.3(5) are addressed in Subsection 16. The Division requested a number of clarifications to soil and seedbed preparation plans <br />presented in Section 2.05.4(2)(d), subsections 13.1, 13.2, and 13.3a and b. Most of the requested <br />clarifications were incorporated into the amended narrative. The following exceptions were <br />noted: In Subsections 13.2 Item 1 and 13.3a, Item 1, commitment to ripping Bench I surface <br />spoil beneath soil and spoil stockpiles, prior to topsoil spreading, was not provided. Item 5 of <br />13.1, 13.2, and 13.3a was changed to specify use of disking only, rather than chisel plowing and <br />disking, as requested. The typographical error "toughened ", in Item 5 of Subsections 13.1, 13.2, <br />and 13.3a, was not corrected as requested. Please make the noted corrections as requested in the <br />Division's July 23, 2010 letter. <br />The typographical error has been corrected. <br />Area landowners have informed WFC that chisel plows are not used in the Nucla area <br />because they are not readily available. In several cases, WFC has changed the equipment <br />list for a reclamation activity so that it either no longer includes unavailable equipment <br />(chisel plow, cultipacker, etc.) or provides WFC and its contractors (frequently area <br />farmers) with the flexibility to select equipment that is both suitable for the task and <br />available in western Montrose County. This is done considering the Division's desire that <br />revegetation activities are in line with local husbandry practices. <br />42A. Resolved. <br />43. Resolved. <br />43A. The Division requested that plans be provided to address handling of competent sandstone lenses <br />encountered during stripping of Lift B soil or Bench 1 overburden. The concern was adequately <br />addressed in Subsection 13.0, with respect to topsoil or subsoil stripping. Please provide <br />clarification in the amended text that the specified measures (burial in lower Bench I overburden <br />replacement below the root zone) would also apply for stripping of Bench 1 overburden to be <br />replaced as the surface spoil layer in Zones 6 and 7. <br />
