Resolved. <br />Rule 2.05.3(5) Topsoil Removal and Storaee: Rule 2.05.4(2)(d) Reclamation Plan for Removal, <br />Storaee and Redistribution of Topsoil and Subsoil <br />39A. a. This item requested additional changes to new Map 2.05.4 -6. <br />i. This item requested that the note beneath Table A be revised to include a description of <br />where, and in which Zone, any excess topsoil will be distributed. Resolved. <br />ii. This item requested clarification of topsoil salvage loss and replacement volumes <br />represented in Tables B and C. WFC has explained that the 93% topsoil salvage rate was <br />applied only to the Lift A and Lift B Topsoil that had yet to be stripped. The Division <br />suggests that topsoil volume calculations as presented in Table B would be better <br />understood with the following changes: <br />• For 2010 Lift A, please replace the 31,593 CY with 29,382 CY, which changes <br />the total to 175,719 CY, and delete "(100% recovery)'. <br />For 2010 Lift B, please replace the 172,113 CY with 160,065 CY, which changes <br />the total to 381,581 CY, and delete "(100% recovery)". <br />Map 2.04.5 -6 topsoil balance calculations have been corrected as requested. <br />iii. With this item, the Division requested that in addition to the average topsoil and subsoil <br />thicknesses shown on Map 2.05.4 -6, that "minimum" thicknesses for each type and zone <br />he provided, as well. The map has been revised to include proposed "minimum" <br />thicknesses of 15" for Mixed topsoil in Zones 1, 2 and 3 and 15" for Mixed topsoil in <br />Zone 4. These proposed thicknesses are unacceptable. Please 18" as the minimum <br />thickness for Mixed topsoil in Zones 1, 2 and 3 (while maintaining the average thickness <br />of 21"). For Zone 4, where the average thickness of Lift A is 25", please use a minimum <br />thickness of 21 ". <br />Minimum thicknesses for Zones 14 have been changed as requested. <br />iv. This item requested that Note 1) be revised to refers to Subsection 12.1.1 for topsoil <br />balance calculations and that Note 2) be revised to refer to May 2010 as the date from <br />which all Bench 1 material would be retained on the Morgan property. The addition of <br />Note 3) was also requested, detailing the ripping and scarification of the stockpile <br />footprints. The notes have been revised and added. Resolved. <br />b. The Division had requested that WFC add new Zone 9 (with 6' topsoil replacement <br />thickness) to Map 2.05.4 -7, which would incorporate those areas that are not likely to be <br />irrigable, due either to slope steepness, or to lack of water availability. WFC responded with <br />a series of arguments against the "Zone 9" concept proposed by the Division, none of which <br />were compelling. <br />However, the Division has subsequently reviewed the original topsoil redistribution plan <br />(approved with PR -05 in 2000) for the properties located northwest of the BB /2700 Road <br />intersection, and finds that the southeastern portion of the Lloyd parcel was to have received <br />a total of 22.7' of topsoil (in 2 lifts), while the southwestern portion was slated to have 13.2" <br />
