5.3.2.3 No. 4 Dam (Eagle Park Reservoir Dam) Water Return Pipeline <br /> Description: This 8-inch pipeline transfers water which has collected in No. 4 Dam Reservoir to <br /> Robinson Tailing Pond. The total length of the pipeline is 0.9 miles, of which 0.4 miles of <br /> pipeline is above the North Interceptor Canal. The pipeline system is only used on a seasonal <br /> basis, and is scheduled to be abandoned in early fall of 1995, after reclamation of the slurry <br /> behind No. 4 Dam and transformation of the reservoir to clean water storage (Eagle Park <br /> Reservoir). <br /> Location: The pipeline is located along the southeastern face of Sheep Mountain running from <br /> No. 4 Dam Reservoir to Robinson Tailing Pond. <br /> Spill Potential: The pipeline is only operational upgradient from the North Interceptor Canal in <br /> places where the canal has been blocked to force flow back into the No. 4 Dam Reservoir. <br /> Therefore, any pipeline leakage would flow into either the Robinson Tailing Pond or the No. 4 <br /> Dam Reservoir. The likelihood of a spill escaping the tailing system is low. <br /> Potential Volume Spilled: Should the blocked portion of the North Interceptor Canal fail <br /> during pumping through the 8-inch pipeline, several hundred gallons of industrial water could <br /> conceivably spill into the canal and subsequently into the Eagle River. This scenario is unlikely, <br /> and operations in No. 4 Dam Reservoir are conducted when the intercept system is shunted to the <br /> reservoir. <br /> Prevention and Control: As described above, the North Interceptor Canal has been blocked to <br /> force water back into the No. 4 Dam Reservoir, so that any spills would report to the tailing <br /> system or No. 4 Dam Reservoir. <br /> Countermeasures: In the event of a failure of the blockage in the North Interceptor Canal <br /> during pumping operations, the pump would be shut down and the plug would be repaired using <br /> available native materials nearby. <br /> Nearest Clean-up Equipment: Hand shovels needed to repair the canal are located in the <br /> warehouse and in most supervisor trucks onsite. Heavy mobile equipment is available at various <br /> locations throughout the minesite. <br /> Monitoring: The pipeline is visually checked daily during operations. When operations are <br /> shut down, the system is visually checked on a weekly basis. It should be noted that the pipeline <br /> is buried beneath snow for a significant part of the year. <br /> 49 <br />
