September 1, 2010 C-1996-083/Bowie No. 2 Mine JJD <br />excavator was out but the pond still needed cleaning. The operator was allowing for more drying time. Pond C was <br />nearly ready for discharge. Only a little water was in pond D but a fair volume of water was in pond F. At the unit <br />train loadout, ponds J and K were dry. Pond embankments were stable and discharge structures, including pumps <br />on ponds F and J, were functional. Ditches and culverts leading into the sediment ponds were functional and riprap <br />was in place. <br />Culverts around the mine site were clear of debris and sediment buildup. Ditches had sufficient capacity. Riprap <br />was in place, except for the east side of the gob pile no. 2 upland diversion ditch, as described under the <br />Processing Waste section. Straw bales in road ditches and berms on the outside edges of the mine site benches <br />were also in place. <br />PROCESSING WASTE/COAL MINE WASTE PILES - Rule 4.10 and 4.11 ? ?Drainage Control; Surface <br />Stabilization; Placement: <br />The road culvert at the entrance to gob pile no. 2 had recently been cleaned. The operator was building the <br />second lift in the central and east portion of gob pile no. 2. Small piles of gob had been placed on the east end of <br />gob pile no. 2 for drying. There was positive drainage off of the gob pile. The centrally located culvert just west of <br />the gob work area was clear. <br />The upland diversion ditch was in place. However, on the extreme east end of gob pile no. 2, where the upland <br />diversion ditch drops somewhat steeply, the riprap has shifted downgradient, which has allowed some down <br />cutting of the ditch. New riprap needs to be installed in the ditch. Also, the ditch makes a sharp turn to the west <br />before it drops into pond F. This turn needs to be reinforced or smoothed out. There was no activity at gob pile <br />nos. 1 and 4, which lie to the west of gob pile no. 2. The gob pile outslopes appeared to be stable and no erosional <br />gullies were observed. <br />No coal waste has been placed yet at gob pile no. 3. Vegetation is starting to take hold on the disturbed area. The <br />downgradient collection ditch was in place to bring disturbed area runoff to pond J. However, the ditch could use a <br />little maintenance at the inlet to the railroad culvert. <br />ROADS - Rule 4.03 ? ? Construction 4.03.1(3)/4.03.2(3) ? ? Drainage 4.03.1(4)/4.03.2(4)[111 Surfacing and <br />Maintenance4.03.1(5) and (6)/4.03.2(5) and (6)? ?Reclamation 4.03.1(7)/4.03.2(7): <br />The paved main haul road was in good condition and posed no hazards. The guard rail was up and the <br />road ditches and culverts were in place. The last road curve at the top of the hill has not been repaved yet since the <br />repair work was finished. The dirt access road up to the utility bench also was in good condition, with the road <br />berm and ditch in place. The dirt road leading from the D-seam portal bench up to the east side material storage <br />bench also was in good condition. <br />The gob pile haul road was dry and in good condition as well. The road's outside edge berm had sufficient <br />capacity and the road ditch had capacity. <br />The county's Hubbard Creek road, leading to the Hubbard Creek fan site, was dry and passable.
