Vegetative Cover; Timing: <br />The outslopes of the facilites benches and the haul road outslopes had good vegetative cover. The <br />outslopes of the unit train loadout spur line bench also had a good vegetative cover. There was a patch of Russian <br />knapweed near the outfall of pond C. This noxious weed needs to be dealt with. <br />SLIDES and DAMAGE - Rule 4.12: <br />The small slide below the utility bench appeared to be stable. No new movement was apparent and <br />vegetation is beginning to take hold on the slide material. The outslopes and cut slopes of the mine benches <br />appeared to be stable. <br />SUPPORT FACILITIES - Rule 4.04: <br />No problems were observed with any of the mine facilities and coal handing structures at the main mine <br />site. No leaks or other problems were seen at the fuel facility. The wash plant was not operating at the time of the <br />inspection. However, repairs on a water line at the wash plant had just been completed. No problems were noted <br />with the downhill conveyor or overhead conveyor systems. Further, no problems were noted with any of the <br />facilities at the unit train loadout, although there were no coal loading operations at the time of the inspection. <br />No problems were noted with any of the material storage areas at the main mine site, beneath the overhead <br />conveyor and along the gob pile haul road. The rock catchment berm above the utility bench was functional. There <br />were no problems with the downhill conveyor and overland conveyor systems. The wildlife overpass on the <br />downhill conveyor was in place. <br />SIGNS AND MARKERS - Rule 4.02: <br />The mine identification signs were up at the entrances to the main mine site, unit train loadout, pump <br />house, material storage area and Hubbard Creek fan site. Mine id signs were also up along the highway and <br />Hubbard Creek road where the permit boundary crosses the road. The required information was on each sign. <br />Surface disturbance markers were up around the disturbed areas of the mine site. <br />TOPSOIL - Rule 4.06 El ?Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; <br />Redistribution 4.06.4: <br />There was a good vegetative cover on the main topsoil stockpile at the main mine, although the vegetation <br />is beginning to turn brown. There was no evidence of erosional gullying and the topsoil sign was up on the <br />stockpile. The same was true for the topsoil stockpile on the west end of the utility bench. <br />At the gob pile area, the two topsoil stockpiles also had a good vegetative cover. Straw bales at the downgradient <br />ends were in place and topsoil signs were up. The topsoil stockpile at gob pile no. 3 had a good vegetative cover <br />that had turned brown.
