year. This reclamation is proceeding in accordance with the Facility's mining and reclamation <br />plans. Exhibit B depicts these areas. <br />Exhibit B also shows the area that GCC anticipates will be stripped and mined in <br />the coming year. This area consists of 14.5 acres. Please note that the depictions in Exhibits A <br />and B are based on GCC's best current projections, but remain subject to possible deviations in <br />order to preserve the flexibility required for GCC to optimally operate its plant. <br />During overburden removal between May 10, 2010 and June 12, 2010, the quarry <br />exposed area inadvertently exceeded 15.5 acres. Upon discovery of this exceedance, GCC took <br />immediate steps to reduce the overburden stockpiles and areas disturbed during overburden <br />removal and stabilized them on June 12 and June 15, respectively, bringing the exposed area to <br />15.2 acres. GCC intends, at a later date, to apply for a Technical Revision to allow up to 40 <br />acres of exposed quarry area. <br />Exhibit C shows the areas in which reclamation was completed in the past year. <br />These areas consist of approximately 41 acres. <br />2. Plant Area. Construction of the cement production facility has been completed. <br />Final site grade, drainage, and stabilization have been established in the plant, ancillary staging <br />and parking areas disturbed by construction. <br />3. Rail Spur and Rail Yard. Stabilization and reclamation of construction-related <br />ground disturbances were completed in 2009. <br />4. Bonding Evaluation Update. On June 30, 2010 GCC submitted to DRMS a <br />request for Technical Revision No. I to the Permit to supplement and update DRMS's current <br />reclamation records for the facility. Included with this submittal were the following documents: <br />a. A facility diagram naming and identifying the location of the new and modified <br />structures at the facility that have increased GCC's potential reclamation costs <br />since GCC received its original reclamation approval from the MLRB. <br />b. As-built drawings for each of the new and modified structures. <br />c. Itemized reclamation costs for each of the new and modified structures including <br />the facility's aggregate additional reclamation costs. <br />d. Unit cost estimate data spreadsheet to supplement the reclamation cost analysis <br />providing specific RSM Code descriptions. <br />As noted in GCC's June 30, 2010 letter, GCC was not able to locate copies of a <br />few structure drawings stamped by a Colorado - registered; professional engineer. To remedy <br />this limited circumstance (and as indicated in GCC's June 30th submittal and its subsequent <br />correspondence and updates to DRMS), GCC promptly engaged a Pueblo, Colorado engineering <br />firm to confirm and prepare the remaining drawings for submittal once complete. <br />2
