4 1 GCC <br />Rio Grande <br />ANNUAL REPORT OF GCC RIO GRANDE, INC. <br />STATE OF COLORADO MINING PERMIT NO. M-2002-004 <br />August 27, 2010 <br />Pursuant to C.R.S. 34-32-116, as operator and permittee holder of a Colorado Mining and <br />Reclamation Permit, GCC Rio Grande, Inc. (GCC) submits this Annual Report to the Colorado <br />Division of Reclamation Mining and Safety (DRMS) for Permit No. M-2002-004 (the "Permit"). <br />The Annual Fee and Report Request issued by the DRMS on July 1, 2010 and GCC's check in <br />the amount of $791 are included with this submission. <br />A. BACKGROUND INFORMATION <br />GCC continues to maintain an active program of coordinating, pursuing and maintaining <br />compliance with all required local, state and federal permitting as well as optimizing its <br />operations at the facility and mine. In addition, GCC continues to focus attention on remediation <br />and stabilization efforts at its plant and quarry site. These activities have involved the <br />expenditure and commitment of substantial financial resources. <br />B. CHANGE OF FACILITY PERSONNEL <br />In 2010 there have been some personnel changes at the facility. Verne Stuessy was <br />promoted from Plant Manager to Vice-President of Operations. Gina Nance was named as Plant <br />Manager in May. Brian McGill, former Environmental Manager, and Terry Tew, former Quarry <br />Manager, resigned. They were replaced by Barbara Hodgson and David Eckhardt, respectively. <br />GCC submitted a letter dated July 30, 2010 to DRMS with Ms. Hodgson's contact information <br />requesting that DRMS update its records to name Ms. Hodgson as the contact person for the <br />Permit. <br />C. SPECIFIC FACILITY - RELATED ACTIVITIES <br />The following is a description of the quarry and operating activities that are underway. <br />1. Quarry Activities. Limestone mining has been conducted at the quarry for cement <br />production purposes. In accordance with the lease that GCC holds with the State of Colorado <br />Board of Land Commissioners, GCC has been paying monthly mineral production royalties <br />since November, 2007. <br />As of August 1, 2010, the areal extent of the limestone quarry was approximately <br />33 acres including the limestone pit, overburden stripping areas, and material stockpiles. <br />Approximately 15 acres have been reclaimed and/or temporarily stabilized. The quarry sump, <br />crusher area and road consist of approximately 2.8 acres. Therefore, there are approximately <br />15.2 acres of exposed area within the quarry. Exhibit A depicts these areas. <br />GCC has begun reclaiming the open pit area (9.9 acres) and the stripped area (5.1 <br />acres) shown on Exhibit A and plans on completing the revegetation of these areas in the coming <br />3372 Lime Road • Pueblo, CO 81004 <br />(719) 647-680 • (Fax) (719) 647-6899
