Colowyo's Response:
Colowyo has added labels, horizontal stationing and centerline profiles for the
runaway ramps illustrated on Map 25C.
2. The third paragraph of the Construction report (Page P-1) states that topsoil was
"salvaged and stockpiled directly to the west of the haul road footprint prior to
commencement of haul road construction." The locations of the topsoil stockpiles
are not shown on Map 25C. Please revise Map 25C to identify the sizes and
locations of the various topsoil stockpiles developed prior to construction of
the South Taylor Haul Road. If the topsoil was placed in an existing topsoil
stockpile(s) please include the information on Map 25C and in the
construction report.
Colowyo's Response:
Colowyo has revised Map 25 by adding the shapes and locations of the topsoil
stockpiles developed prior to construction of the South Taylor Haul Road. Please see
Colowyo 's Annual Reclamation and Hydrology Report for volumes associated with these
piles.
3. Map 25C provides plan and profile views of the as-built South Taylor Haul Road.
Included on the plan is a Typical Haul Road Cross Section. While haul road cross
sections are not specifically required by the Rules, the Division requests that
Colowyo provide a series of cross sections for the as-built South Taylor Haul
Road, created perpendicular to the centerline of the roadway, at 500-ft
intervals.
Colowyo's Response:
Colowyo has provided a second Map 25C that is labeled as South Taylor Haul Road
As-Built Cross Sections Sheet 2. This map has eleven (11) cross sections that were
created perpendicular to the centerline of the roadway at 500 ft intervals. This map will
live behind Map 25C - South Taylor Haul Road As-Built Sheet I in the permit.
4. Based on the contours depicted in the plan view on Map-25C, the roadside ditch
constructed adjacent to the cut slope side of the South Taylor Haul Road appears
to flow uninterrupted (i.e., no cross-culverts diverting the flow eastward beneath
the haul road) for its entire length. The ditch eventually reaches a low point, and
appears to cross the runaway truck ramp. There is no culvert or crossing
indicated on the map where the ditch crosses the runaway truck ramp. Please
review the details provided for this location, and ensure that Map 25C
reflects the as-built conditions. Please describe how and where water flows
from the roadside ditch in the construction notes.
