Results of these <br /> analyses are enclosed in Appendix B. <br /> Approximately 82 cubic yards of reinforced concrete were placed during <br /> construction. The concrete slump and air content were measured and a minimum of four <br /> test cylinders were made for each major placement. Concrete testing reports are enclosed <br /> in Appendix D. <br /> Initial Reservoir Filling and Monitoring Plan <br /> It is proposed to conduct the initial reservoir filling during the spring runoff in 1997, <br /> during periods when the reservoir decree is in priority. Because the reservoir has <br /> previously been used as a tailing storage facility, it is anticipated that seepage from the <br /> dam will remain unsuitable for release downstream for several years and will continue to <br /> be captured and returned to the mine water system by seep collection pond, pump and <br /> pipeline. <br /> Because construction activity associated with the construction of the outlet works <br /> did not modify the Eagle Park Dam below elevation 10,677, reservoir filling and monitoring <br /> requirements associated with the outlet works construction will apply only when the water <br /> surface elevation rises above elevation 10,677. The rate of filling above elevation 10,677 <br /> will not exceed one foot per day. Reservoir storage space above elevation 10,677 will fill <br /> in not less than 41 days. During the filling process, when the water surface elevation <br /> exceeds 10,677, an inspection of the new embankment fill and contact surfaces with the <br /> undisturbed embankment will be made every day or at each one foot increase in water <br /> surface elevation. Upon completion of the filling, daily inspection will continue an <br /> additional ten days. After this period, the inspections will be performed on a weekly basis <br /> for the next six weeks. Monthly inspections will be performed thereafter. Each inspection <br /> i will include observation of the dam faces in the areas of new embankment fill for slumps, <br /> slips, depressions, bulges or misalignment. The downstream face will also be inspected <br /> for wet areas and unusual seepage. Seepage water will be monitored for clarity and <br /> transportation of soil particles. Any unusual condition noted, including a sudden increase <br />• <br /> 7 <br />• <br />
