August 16, 2010 C- 1 982-056/Foidel Creek Mine JDM <br />GENERAL MINE PLAN COMPLANCE: <br />The longwall was operating as permitted in panel 17 Left of the WMD. Drilling was in process for the <br />replacement thickener borehole approved in MR243. No problems were noted. One coal train was in the process <br />of entering the site with no coal being loaded at the time of the inspection. Activities permitted under TR73 have <br />yet to be initiated. <br />The operator commented that reclamation activities may begin at the Fish Creek Tipple in the Spring of 2011. <br />PROCESSING WASTE/COAL MINE WASTE PILES - Rule 4.10 and 4.11 ? []Drainage Control; Surface <br />Stabilization; Placement: <br />Construction continues on the RDA expansion approved with TR67 and TR72. Topsoil stripping was nearing <br />completion with no stockpiling occurring at the time of the inspection. The core drain at the RDA expansion was <br />observed with refuse being stockpiled over the portion of completed core drain. <br />Refuse was being stockpiled with no compaction activities being conducted at the time of the inspection. <br />ROADS - Rule 4.03 ? ? Construction 4.03.1(3)/4.03.2(3) ? ? Drainage 4.03.1(4)/4.03.2(4) ? ? Surfacing and <br />Maintenance4.03.1(5) and (6)/4.03.2(5) and (6)? []Reclamation 4.03.1(7)/4.03.2(7): <br />Haul roads and access roads were stable and in good condition at the time of the inspection. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />The 18RT Borehole is in the process of reclamation. Backfilling, grading, topsoil distribution, and revegetation <br />has yet to be conducted on the site. No problems were noted. <br />- An abandonment report will be required by the Division in accordance with 4.07.3(3) upon completion of the <br />borehole abandonment. <br />REVEGETATION - Rule 4.15 ? ? Vegetative Cover; Timing: <br />The only revegetation activities recently conducted involved the reseeding of the 18LT dewatering pipeline <br />corridor. No problems were noted and vegetation growth was not observed. <br />SIGNS AND MARKERS - Rule 4.02: <br />All mine identification signs, topsoil markers, stream buffer signs, and disturbed area markers observed were in <br />place and exhibited the required information with the exception o the following: <br />- The mine ID sign at the entrance to the rock dust tank off of CR 27 will need to be updated to ensure that all <br />required information is legible. <br />- Topsoil markers will be required on the RDA expansion topsoil pile when completed. <br />- Disturbance area markers will need to be installed around approved disturbance of the 18LT pad and the 18LT <br />ponds. <br />- Disturbance area markers will need to be installed around the north side of the explosives bunker/material <br />storage area. <br />- The disturbance area markers delineating the RDA expansion area will need to be placed in the area of the <br />Number of Partial Inspection this Fiscal Year: 1 <br />Number of Complete Inspections this Fiscal Year: 1 <br />Page 4 of 8
