August 9, 2010 C-1981-038/Bowie No. 1 Mine JJD <br />HYDROLOGIC BALANCE - Rule 4.050 ?Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, <br />4.05.6; Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br />Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage - Acid and Toxic Materials 4.05.8; <br />Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />The operator reported that a very localized and intense rainfall occurred on August 3 at the East Mine. <br />According to the operator, all four bin wall ponds had water flowing out of their emergency spillways. The <br />operator took a water sample for analysis. The operator also stated that the ditches were channeling the runoff at <br />full capacity. The riprap in three sections of the ditches on the reclaimed slopes had to be repaired. However, the <br />backfilled slopes held up very well. There were no signs of erosional gullying on the backfilled slopes. Silt fence <br />also needed repair and some culverts had to be cleaned. <br />The operator waited two days for the site to dry before initiating repair work on the sediment control system. All <br />of the repair work took five days but was essentially finished just before the Division's inspection took place. At <br />the time of the Division's inspection, the water level in all four bin wall ponds was about one foot below the top of <br />the riser pipes. There were no erosional or slope stability problems at the West Ridge Waste Stockpile either. The <br />sediment pond at the base of the coal waste stockpile had some water in it but below discharge levels. <br />At the reclaimed run-of-mine coal stockpile area, there was no water in the sediment pond. The collection ditch on <br />the south side of the disturbed area had enough capacity. The operator very recently had repaired the silt fence on <br />both sides of Steven's Gulch at this site. <br />At the West Mine, both sediment ponds were empty. Pond embankments were stable and the discharge structures <br />were operational. Silt fence will need some repair soon at the West Mine. The East Roatcap Creek culvert was <br />functional. <br />The sediment pond at the partially reclaimed temporary highway coal stockpile area had a couple feet of standing <br />water in it. The straw bales were in place along the railroad tracks but the straw bales at the railroad track culvert <br />inlet will need repair soon. <br />There was a small pool of water in the sediment pond at the unit train loadout. The gate on the primary discharge <br />structure was closed, as intended. The open channel emergency spillway was clear of debris. The central upland <br />diversion system of ditches and culverts was performing properly, although the portion of the ditch just west of the <br />main ditch needs a little cleaning. The collection ditch and drop structure on the west end of the loadout were in <br />place. <br />ROADS - Rule 4.03 ? ? Construction 4.03.1(3)/4.03.2(3) ? ?Drainage 4.03.1(4)/4.03.2(4) ? ? There was some rilling on one <br />upper section of the road at the East Mine, however, and in the steeper section of the back road leading to the <br />reclaimed fan site at the West Mine. The cross ditches in the lower section of the dirt road at the East Mine and the <br />sediment control system at the East Mine entrance had recently been maintained.
