August 9, 2010 C-1981-038/Bowie No. 1 Mine JJD <br />three paved entrance roads at the unit train loadout and with the roads at the reclaimed run of mine coal stockpile <br />area, well field and the temporary highway coal stockpile area. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />The backfilling and grading work at the East Mine held up very well considering the recent intense rain. <br />There was no evidence of gullying or slope instability with the reclaimed slopes. Certain sections of the riprapped <br />ditches, however, needed considerable maintenance. The operator is considering redesigning the ditches so that the <br />ditch slopes are reduced. Road ditches had also needed some maintenance because of the storm. The upper <br />reclaimed slopes still need to be seeded, however, which may help with runoff volumes. <br />The backfilled and graded West Mine had a good vegetative cover. There were no indications of slope instability, <br />cracking or gullies. <br />REVEGETATION - Rule 4.15 ? ? Vegetative Cover; Timing: <br />The upper backfilled slopes at the East Mine have not been seeded yet so the vegetative cover is poor. The <br />lower slopes had been seeded so there was a moderate vegetative cover on them. At the West Mine, the vegetative <br />cover was good. There were only a few scattered thistle plants at the site. The vegetative cover on the bench <br />outslope at the unit train loadout facility was good, while that on the cut slopes of the temporary highway coal <br />stockpile area was moderate. <br />SUPPORT FACILITIES - Rule 4.04: <br />There were no problems with the shop building, railroad tracks and bridge at the unit train loadout. <br />However, the bench where the substation is located has a large gully and needs to be repaired before it threatens <br />the substation foundation. There were no problems with the structures at the well field. <br />SIGNS AND MARKERS - Rule 4.02: <br />The operator will be changing the address on each of the mine identification signs for Bowie No. 1, to <br />conform to the new address system for Delta County. Mine id signs were up on the front gate of the East Mine and <br />at the south and north approaches to the West Mine. The mine id sign was placed on its support at the reclaimed <br />run-of-mine stockpile area. Mine id signs were also up at the well field and at each of the three entrances to the <br />unit train loadout. Finally, mine id signs were up along Steven's Gulch Road where the permit boundary crosses <br />the public road. <br />Surface disturbance markers were up around the disturbed areas of the mine site locations. New surface <br />disturbance markers had recently been put back at the East Mine, where most had been removed for backfilling <br />and grading operations. <br />TOPSOIL - Rule 4.060 ?Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; <br />Redistribution 4.06.4: <br />The topsoil stockpile at the unit train loadout had a good vegetative cover.
