R <br /> July 28,2010 C-1982-057/Seneca II-W Mine DTM <br /> maintenance is warranted. Design for most of this segment specifies gravel lining,but based on scour observed <br /> larger riprap may be warranted. Please regrade the ditch and install riprap as warranted to control erosion. <br /> • Culvert PM-3 partially blocked at outlet; cleanout required. <br /> • The ditch segment southwest of the culverted E-1 channel(PM-7 on Exhibit 20-2, but PM-5 on 13-26.1A <br /> "As-Built") shows minor scour; TRM or riprap installation appears to be warranted. <br /> • A section of the road segment between Culverts PM-6 (006 Gulch Channel)and A-5 (006-S 1 Channel) <br /> was modified/reconstructed in association with regrading of a slide affected reclaimed slope in the immediate <br /> vicinity. Erosional scour was noted along a segment of the inside road ditch up-gradient of Culvert PM-6, which <br /> appears to have been steepened as a result of the slide repair grading and associated road reconstruction. Please <br /> install TRM or riprap as warranted to stabilize the ditch segment southwest of Culvert PM-6. <br /> • The culvert near the intersection with Road"J"(PM-13)was partially constricted at the inlet end, and <br /> needs to be repaired or replaced. <br /> Haul Road "A" <br /> • A couple culvert maintenance items and a ditch outlet maintenance item noted in the April complete <br /> inspection were inadvertently not checked. Operator will need to ensure the maintenance was performed and the <br /> Division will verify during the next site inspection. <br /> • The dragline has been removed from the permit area. It had been stored for several years at the junction of <br /> Road"A"and the Ridgeline Access road. Removal of the dragline will allow for reclamation grading to reduce <br /> Road"A"and the MEHR to approved postmining specifications(to be completed this year). Initial grading to <br /> remove the MSHA berms and define the postmine 20' travel width along a '/z mile section of Road"A"east of the <br /> shop access had recently been performed, and a dozer was parked at the location. <br /> Mine Entrance Haul Road(MEHR) <br /> • The MEHR was properly maintained and in good condition. Reclamation grading to downsize the road to <br /> postmining condition is to be completed this year. This road along with the Oil Well Road is a designated Routt <br /> County Road, and will be reclaimed to meet Routt County road specifications for postmining use. Reclamation of <br /> the road had not yet been initiated at the time of inspection. <br /> Tie Across Haul Road <br /> • Ditches, culverts, and ditch relief drains were generally in good condition. One cut slope gully was <br /> observed which needs to be repaired. The gully location is on the north side of the road,approximately 200 feet <br /> east of the County Road 51 junction. <br /> Road `J"(Reduced for Postmining Land Use) <br /> Number of Partial Inspection this Fiscal Year: 0 <br /> Number of Complete Inspections this Fiscal Year: 1 <br /> Page 8 of 19 <br />
