July 27, 20 10 C-1981-010/Trapper Mine <br />RDZ <br />A significant amount of non-coal waste was observed in ditches near the facilities area and should be <br />removed. <br />ROADS - Rule 4.030 Construction 4.03.1(3)/4.03.2(3)0 Drainage 4.03.1(4)/4.03.2(4) 0 Surfacing and <br />Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) ? Reclamation 4.03.1(7)/4.03.2(7): <br />All roads and roadside ditches were functioning as permitted at the time of the inspection with the <br />following exceptions: <br />• Along the D/E road roadside ditches require grading and the inlet to culvert D9 requires additional <br />construction. It is recommended that the excavation be enlarged, the banks flattened, and armoring added. <br />• A ditch out from the road to the Ash Pit is creating a large gully. <br />• Three culverts require cleaning: the culvert near the northeast corner of the facility area, the culvert under <br />the road to the potable water tanks, the culvert near Grouse Pond. <br />Maintenance of the road to Oak Gulch pond is nearly complete. The channel has not been constructed adjacent to <br />the pond. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />Several patches of thistle and other weeds were observed. Thistle was observed at Impoundment H, Deer <br />Pond, East Pyeatt #3 Pond, in Sage #1 Pond, near Grouse Pond, and on topsoil piles A98-2, G1-02, G1-05, and <br />G4-02. Tamarisk is on the bank at Johnson #10R pond. Toadflax needs to be controlled near topsoil pile SP6-94. <br />Cheat grass was observed at several topsoil piles. <br />A large gully was observed in the reclaimed area several hundred feet above the pond in Oak Gulch drainage. <br />This gully requires repair. <br />REVEGETATION - Rule 4.15 0 Vegetative Cover; Timing: <br />Revegetation appeared successful at several locations on site. Little erosion was observed. Some weeds <br />were observed as noted in Reclamation Success section. <br />SUPPORT FACILITIES - Rule 4.04: <br />The facility area was inspected, including construction of the new shop. Good housekeeping practices <br />appear to be in compliance and most drainage reports to the Industrial Waste Pond, Impoundment H, or the No <br />Name Gulch ponds for treatment of stormwater pollutants. <br />SIGNS AND MARKERS - Rule 4.02: <br />The mine ID and blasting signs at the main mine entrance were found to be in compliance. <br />Perimeter markers were observed at several locations including the boundary south of the slide area and the north <br />boundary near Grouse Pond. These markers were spaced a sufficient distance apart.
