The revised Map C-3 has been improved over the prior version, and it is now considered to be adequate. (The permit <br />number is correct on this map.) <br />The revised Map C-4 has been improved over the prior version. There is one item on the map that must still be <br />corrected: the permit number shown is incorrect. Please provide this correction and the map will be adequate. <br />Exhibit D - Mining Plan. <br />Several notations were made on the Mining Maps in Exhibit C, related to the mining plan description. One such <br />notation discussed the depth and configuration of the pit along the new southern boundary, which abuts the county's <br />Crader Pit. The Division accepts that there may be some variation in the final form of this area, depending on how the <br />two adjoining pits are mined and reclaimed. In general, whether there is a remaining ridge of unmined material <br />between the pits or not, there will be no offsite impacts to the county's pit due to unstable slopes or uncontrolled <br />drainage that result from activities in this pit. Please comment. <br />Exhibit E - Reclamation Plan. <br />Several notations were made on the Reclamation Maps in Exhibit F, related to the reclamation plan description. One <br />such notation discussed the configuration of the southern edge of the pit along the common boundary with the county's <br />Crader Pit. The Division accepts, as noted above, that there may be some variation in the final form of this area, <br />depending on how the two adjoining pits are mined and reclaimed. The reclamation requirements for this permit <br />remain the same, but in general there should be no reclaimed slopes steeper than 3:1, and revegetation should extend to <br />the permit boundary. This will depend on coordinating the timing of mining and/or reclamation between the two pits' <br />operators, and on the amount of materials extracted from the two pits. Please comment. <br />The so-called "target"slope gradient in the reclamation plan effectively proposes that a range of slopes be allowed, <br />from 3H:1 V to steeper angles (for backfilled or shaped slopes that are to be topsoiled and revegetated). It is the <br />Division's opinion that any slope steeper than 3:1 is not appropriate in this setting since it can be demonstrated that <br />reclamation is too difficult at steeper slopes. If the operator can show that slopes steeper than 3:1 can be adequately <br />reclaimed (including adequate revegetation, and controlled erosion) then the Division may allow such gradients. <br />(Steeper slope gradients on competent, native materials may be approved, and are discussed below.) At this time, the <br />final slope requirement for reclamation on the BLM areas is 3:1. <br />The seed mix for BLM lands appears very good. The seeding rates are based on broadcast seeding, which should be <br />followed by dragging the area to incorporate the seed. There is another footnote concerning the mulch which should <br />be clarified. It should. be corrected to read, "assume 2 tons of weed-free mulch per acre." The type of mulch <br />recommended by the Division is straw, which should be spread and crimped. <br />Because it has not been addressed elsewhere in the amendment, and is indicated on the maps, it is assumed that the <br />topsoil will be spread throughout all the areas to be reclaimed, and that all disturbed areas will be seeded with the same <br />seed mix. Please comment. <br />Likewise, because it is indicated on the reclamation maps, it is assumed that all structures will be removed from the <br />site at the time of final reclamation, and that there will be few, if any, roads left across the site.
