July 13, 2010 C-1981-018/Deserado Mine JHB <br /> is not required. <br /> The lagoon had not received the high flow from Scullion Gulch. Scullion Gulch flow enters the White River <br /> downstream from the Lagoon. The lagoon water is pumped from the White River.The lagoon water was cloudy. <br /> DP-I water was clear with little suspended material. Pumps have not yet been moved to the new location at the <br /> lagoon as approved during MR-43. <br /> The operator indicated that he had collected a water Sample from DP-1 discharge on 7/8/2010. BME have not <br /> received the results at the time of the inspection. According to the operator,no other ponds discharged as a result <br /> of the July 7,2010 storm event. <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11 Drainage Control; Surface <br /> Stabilization; Placement: <br /> RA-1 reclamation cover is good. It is visually dominated by crested wheatgrass and Forage kochia. <br /> Wheatgrass species remain prevalent,but perennial species are established as well. <br /> Refuse material was actively being hauled to the refuse areas during the inspection. The material stored on the <br /> South end of refuse Area 5 during the winter months,remains, and has yet to be spread. Recently deposited coal <br /> waste had been deposited on active areas of the refuse areas.These small piles and were spread out soon after they <br /> had dried.No problems were identified at the refuse areas. <br /> ROADS—Rule 4.03❑❑Construction 4.03.1(3)/4.03.2(3)❑❑Drainage 4.03.1(4)/4.03.2(4)❑❑Surfacing and <br /> Maintenance4.03.1(5)and(6)/4.03.2(5)and(6)Reclamation 4.03.1(7)/4.03.2(7): <br /> The roads were dry and well maintained throughout the site.Roadside ditches need sediment clean out <br /> around the facilities area following the storm.Ditches in other areas of the mine are fine. <br /> Berm mitigation for compliance with MSHA requirements has been completed. <br /> REVEGETATION—Rule 4.15❑❑Vegetative Cover;Timing: <br /> Refuse area 1 was observed. The vegetation was well established,and was dominated by Crested <br /> wheatgrass and forage Kochia . Noxious weeds were not present,with the exception Cheatgrass(Bromus <br /> tectorum). <br /> Reclaimed degas boreholes LW137-4, LWB7-3,LWB7-2, LWB9-2 were inspected. The LW137 series of pads <br /> were initially reclaimed and reseeded in 2005. The vegetation is well established. Do not contain noxious weed <br /> species,do not exhibit bare areas,and have no areas of gullying or rill.formation.These reclaimed pads are <br /> dominated by crested wheatgrass.Pad LWB9-4 was reclaimed in 2009.Perennial grass species are emerging and <br /> becoming established,but the site is dominated by annual species at this time.Noxious weed species were not <br /> present. <br /> SUPPORT FACILITIES -Rule 4.04: <br /> Scott reported that a portion of the bathhouse had flooded during the storm.
