The operator called for water truck-to start working <br /> on roads.The response on the:radio was the truck was already on its way.A water truck was arriving at the refuse <br /> area as we were leaving the area.The truck was not spraying the roads when we saw it,but it was indicated that <br /> the driver would begin to water the roads. <br /> FISH and WILDLIFE—Rule 4.18: <br /> Two Osprey were on the nest at Lagoon. One chick was observed in the nest. No work was currently <br /> being conducted at the lagoon. <br /> HYDROLOGIC BALANCE -Rule 4.05 Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5, <br /> 4.05.6; Discharge Structures 4.05.7,4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br /> Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage—Acid and Toxic Materials 4.05.8; <br /> Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> Scott Wanstedt of Blue Mountain Energy informed the inspector that the mine site received 1.07 inches of <br /> precipitation on 7/7/10. The operator indicated that this volume fell within a half hour. Consultation with the <br /> NOAA atlas finds the 10-year 24-hour storm at this location equates to 1.6 inches.This storm event resulted in <br /> erosion on the ditch from the rotary breaker to pond DP-1. DP-1 Pond discharged from primary spillway.The <br /> pond was not discharging at the time of the inspection.The water level of the DP-1 pond was about 1/2 inch below <br /> the discharge elevation.The primary spillway outlet has sediment covering about 2/3 of pipe [photo I].The ditch <br /> from rotary breaker to DP-I had down cut. Round river rock armoring had washed downslope.This material had <br /> deposited on the slope adjacent to the pond and in the lower part of ditch.Very little rock had made it to the pond. <br /> BME will need to dress up the ditch as mine site maintenance.
