June 29, 2010 Letter from Abel Consulting Services, Inc. to GCC regarding both <br />completed and certain ongoing work at the Facility (the "Abel Letter"). <br />As Built Drawings <br />While nine of the fourteen drawings relating to the construction of the Facility are stamped <br />by a professional engineer (PE), GCC's efforts in compiling the sets of as built drawings for <br />submittal to the Division revealed certain of the drawings to be missing a PE stamp. To <br />address this circumstance as expediently as possible, GCC has enclosed a set of drawings <br />(including PE stamped drawings, drawings approved for construction, sketches, etc.) some <br />of which are un-stamped. Further, GCC has retained Abel Consulting Services, Inc. ("Abel <br />Consulting") to immediately commence preparation of any missing PE stamped drawings. <br />As noted in the enclosed letter from Abel Consulting, Abel Consulting has, to date, visited <br />the Facility and confirmed the location and approximate dimensions of each of the modified <br />and additional structures, as depicted on the enclosed drawings. Abel has also committed to <br />be on-site at the Facility on or about July 6, 2010 and to thereafter prepare any missing PE <br />stamped drawings. Upon GCC's receipt and review of the frill set of finalized, PE stamped <br />drawings, GCC will promptly forward copies of those drawings to the Division. <br />Facility Structures <br />Noted below is the general purpose or basis for the construction of the modified and <br />additional structures at the Facility as listed on the Facility diagram. If a more detailed <br />discussion of any of the following would be helpful, GCC will promptly address such <br />request and provide any additional level of detail desired. <br />Additional Structures <br />Conveyor Nos. 13302, 13303, 13111 and 13103. These additional conveyors were <br />constructed to provide a covered and secure means of conveying limestone and gypsum <br />from the point of their initial reception area at the Facility to the storage building. The <br />conveyors prevent possible contamination of the limestone and gypsum, if otherwise <br />exposed to the elements, and the detrimental effects such contamination could have on the <br />quality of cement produced. <br />Conveyors. 12109 and 22101. These additional conveyors were installed to accommodate <br />railyard modifications meeting BNSF's design requirements. They allow for the transport <br />the raw materials from the single railroad yard to the raw materials storage building and <br />stacker. <br />Electric Rooms. Additional electric rooms were built based on equipment location, in order <br />to minimize cable size, to maintain required voltage levels for the respective equipment <br />served, and for optimizing electrical power distribution at the Facility.
