Berhan Keffelew <br />June 30, 2010 <br />Page 3 <br />Electric Substation. The electrical substation is the point where the electrical utility line <br />brings power into the Facility. From there the power is reduced in voltage and distributed <br />throughout the Facility for use in the Facility's equipment and machines. <br />Grinding Aid Secondary Containment. GCC constructed this additional structure as a <br />secondary containment for any potential spills. This system was added to the finish mill <br />system for the grinding aid agent. <br />Water Treatment Building. GCC deemed it necessary to build this additional structure in <br />order to have the operational flexibility to treat the ground water available for use at the <br />Facility, as needed, for GCC's manufacturing process. Development of the completed <br />water treatment system is currently under review for design and construction planning <br />purposes. Updated drawings will be provided to the Division for any structural <br />modifications that may later be pursued. <br />Pump House and Water Tanks (2). GCC constructed these additional structures pursuant to <br />the fire department's requirement that a higher water pumping capacity be provided at the <br />Facility than the elevated water tank GCC had originally planned on using. <br />Gypsum Storage Building. The State of Colorado PSD/Construction Permit requires all <br />raw materials to be covered. This additional structure to store gypsum and limestone was <br />built in the present location due to the proximity of the finish mill and to ensure all raw <br />materials used in the cement grinding process are covered in compliance with the Permit. <br />Cooling Tower. The cooling tower was constructed to cool the process and the cement <br />cooler water for the Facility. <br />Modified Structures <br />Raw Materials Storage Building. GCC's PSD/Constuction Permit from the State of <br />Colorado requires all raw materials to be covered. The raw materials storage building at the <br />Facility was increased in size to cover the coal piles in accordance with the Permit. <br />Clinker Conveyor from the Dome. A second clinker conveyor from the dome was added to <br />prevent Facility downtinne and provide operational flexibility. This was done to implement <br />a recommendation from the equipment supplier. <br />Warehouse. GCC increased the original size of the warehouse in order to have immediately <br />on hand adequate supply of critical spare parts on site. This allowed GCC to order and <br />store on site a sufficient supply of parts, which if not readily available, might delay Facility <br />operations.
