Inspections will include review of preparation of new refuse pile development areas to
ensure that all colluvium, organic material, and topsoil have been removed and that proper
construction and maintenance are occurring in accordance with the intent of the design presented in
this TR 120. Copies of inspection reports will be maintained in West Elk Mine offices.
If any inspection discloses that a potential hazard exists, the Division will be promptly informed of
the finding and of the emergency procedures formulated for public protection and remedial action. If
adequate procedures cannot be formulated or implemented, the Division will be notified immediately
so that the Division can notify the appropriate emergency agencies that other emergency procedures
are required to protect the public from the coal mine waste area.
•
4 S o
Revised April 2, 2010 I e ,(tc' k
23
P:\1vlpls \06 CO \26 \06261003 MCC Refuse Pile Site Review & Pernun iMorkFiles\Permit Application \Text \2010- 04- 19_RPE East Permit Application .doc21
