Colowyo C-1981-019 <br /> 15 June 10 <br /> Pg 7/12 <br /> - The lower 1,000 feet of the Streeter Gulch Ditch were walked. This is the portion of <br /> the ditch that is on the north side of the Streeter Fill. This portion of the ditch is steep <br /> and is riprapped. The ditch was stable at the time of the inspection. <br /> - A spoil spring was also seen in one of the contour ditches on the east side of the <br /> Taylor Tributary Ditch in the 2009 West Pit reclamation area (reclamation block <br /> WP014). The spring was not flowing but there was a muddy spot the entire width of <br /> the contour ditch and it had flowed approximately 20 feet down the ditch. **See <br /> pictures and Spoil Spring Map at the end of this report.** <br /> - Sump 1 contained water approximately 2 feet below the top and was not discharging. The <br /> sump was clean. <br /> -Sump 2 contained of water approximately six inches below the top of the sump and was <br /> not discharging. This sump appears to have been cleaned since the May 2010 inspection. <br /> - Sump 3 contained water approximately one foot below the top and was not discharging. <br /> The sump appeared to be clean at the time of the inspection. <br /> - Sump 4 contained water approximately six inches below the top and was not discharging. <br /> This sump has been cleaned since the May 2010 inspection. <br /> -Sump 5 was full but did not appear to be discharging at the time of the inspection. <br /> Colowyo is planning on cleaning this sump once it dries out. <br /> NOTE; These sumps are considered best management practices for controlling "...additional <br /> contributions of suspended solids to stream flow or to runoff outside the permit area..." They <br /> are required pursuant to Rule 4.03.1(1)(b). <br /> - Culvert B is a 48 inch culvert that must maintain a 24 inch opening. The culvert was clean at <br /> the time of the inspection. <br /> - Culvert M is a 36 inch culvert that must maintain a 24 inch opening. The culvert was clean <br /> at the time of the inspection. The sump in front of the culvert was full and should be cleaned <br /> the next time the culvert is cleaned. <br /> - Culvert K is a 24 inch culvert that must maintain a 20 inch opening. It contained a small <br /> amount of sediment but maintained its required 20 inch opening. The sump in front of the <br /> culvert was full and should be cleaned the next time the culvert is cleaned. <br /> - Culvert P is an 18 inch culvert that must maintain a 12 inch opening. Although the culvert <br /> was clean and does maintain the 12 inch opening, the upstream opening of the culvert has <br /> been crushed and, if crushed further, could restrict or stop flow through the culvert. This <br /> culvert needs to be fixed to avoid any problems. <br /> Backfilling and Grading: - Colowyo has not conducted any major backfilling and <br /> grading operations in either the East Pit or West Pit since the March 2010 inspection. <br /> It does appear as though Colowyo has started to push some dirt in the southern <br /> edge of the 2010 reclamation block in the East Pit but that area is still a long way <br /> from being completed. Colowyo has completed some of the 2010 backfilling in the <br /> West Pit but has not yet constructed the post-mining drainage channels in that <br /> reclamation area. Colowyo is reminded that all permanent, post-mining channels <br /> must be constructed based on the approved plan, as shown on Map 41 and in <br /> Exhibit 7. <br /> - Colowyo continues to use the final cut of the Section 16 Pit as the dump for material <br /> from the South Taylor Pit (from the truck/shovel and excavator/shovel operations). <br /> The backfill is being constructed by end dumping the material in approximately 50- <br /> foot lifts. **See pictures at the end of this report.** <br />
