Colowyo C-1981-019 <br /> 15 June 10 <br /> Pg 8/12 <br /> - Colowyo's backfilling and grading plan is shown on Map 29 - Spoil Grading South <br /> Area (revised with Technical Revision 80, which was approved on 16 June 2009). <br /> Colowyo has stated that they have completed approximately 130 acres of <br /> backfilling and grading in the West Pit so far in 2010 that will have the topsoil <br /> replaced and be reseeded. Of these 130 acres, 35.6 acres were regraded in 2007 <br /> (and were not topsoiled or seeded since they were an "island" within the <br /> disturbance) and 4A acres were regraded in 2009 but were not topsoiled or seeded <br /> (due to their proximity to active work on the South Taylor Haul Road. This means that <br /> Colowyo has backfilled and regraded approximately 90 acres in the West Pit this <br /> year. Colowyo is reminded that all of the 2012 areas shown on Map 29 - Spoil <br /> Grading-South Area, must be completed (backfilled and regraded, topsoiled and <br /> reseeded) by the end of 2012 (approximately 676 acres). To date Colowyo has <br /> completed 51.3 acres of B&G in the West Pit, with approximately 90 acres of B&G <br /> completed in 2010 and approximately 4.4 acres completed last year (but not <br /> topsoiled or seeded, as described above). Based on those acreages, Colowyo will <br /> have approximately 146 acres of B&G completed in the West Pit and approximately <br /> 530 acres of B&G remaining to be completed in the West Pit prior to the end of 2012. <br /> With the planned approximately 250 acres in 2011 and 2012, Colowyo will complete <br /> approximately 396 acres of B&G by 2012. This will leave Colowyo approximately 280 <br /> acres short of their B&G plan, as shown on approved Map 29. As the Division has <br /> discussed with Colowyo, in general the Division is allowing Colowyo the flexibility to <br /> complete their backfilling and grading where it best fits into their mining sequence <br /> (which is why the Division has allowed blocks of years for reclamation vs. single <br /> years, as shown on Map 29). The part of the plan that is NOT flexible is the required <br /> number of acres of total B&G that is to be completed in the West Pit prior to (the end <br /> of) 2012, which is 675.8 acres. <br /> - Colowyo is reminded that the backfilled acres that were completed in the West Pit <br /> in 2007 (35.6 acres) and last year (4.4 acres that were not topsoiled or seeded, as <br /> described above) should not be included on the 2010 Annual Reclamation Report <br /> Form since they were included on previous forms. The addition of these acreages will <br /> throw the numbers off. <br /> - There are two additional areas of reclamation that Colowyo is doing in 2010 that <br /> are not included in the 2009-2012 areas. The first area is approximately 9 acres where <br /> the old R3 coal stockpile was (behind the facilities area). Colowyo has end dumped <br /> the material in the area and now needs to grade it to final contour. The second area <br /> is a wedge area of approximately 17 acres that buts up against the East Pit in the <br /> location of Haul Road A. <br /> - The West Pit area that was backfilled, graded, topsoiled and seeded in 2009 was <br /> dry at the time of the inspection. Colowyo has repaired the majority of the rills that <br /> formed in the area during the spring runoff. These rills were fixed by hand and the <br /> areas were reseeded. A few minor rills remain that will need to be fixed. These <br /> remaining rills are generally less than four inches deep. There was no cracking or <br /> settling of the reclamation seen at the time of the inspection. Overall, the 2009 West <br /> Pit reclamation looks very good. **See pictures at the end of this report.** <br />
