Colowyo C-1981-019 <br /> 15 June 10 <br /> Pg 9/1 <br /> Backfilling and Grading (cont.): - The 2009 East Pit reclamation area was also dry at <br /> the time of the inspection. Colowyo has fixed most of the rills in the 2009 East Pit <br /> reclamation. Since the rills were all small in both depth and extent, they were all <br /> fixed by hand. After they were fixed Colowyo indicated that they were reseeded. A <br /> notable exception is a large rill on the southern-most portion of the reclamation. This <br /> rill is/was one of the bigger rills in the East Pit. Colowyo has indicated that they would <br /> get this fixed in the next week or two. The other more major rill (from the May 2010 <br /> inspection) was in the area north of the Prospect Ditch above the first contour ditch <br /> (the upper-most ditch topographically). This rill formed from runoff from the rill and <br /> gully area in the 2007-2008 reclamation block above it. Colowyo repaired this area <br /> with a Db dozer and also repaired the rill and gully area above it. There did not <br /> appear to be any settling, cracking or slumping in any of the 2009 East Pit <br /> reclamation areas. These areas are overall in good condition. **See pictures at the <br /> end of this report.** <br /> - Based on an overlay of Map 29 - Spoil Grading South Area and Map 41 - <br /> Watershed Boundaries for Hydrologic Monitoring, it appears as though Colowyo will <br /> have 5 post-mining drainage channels to construct (at least in part) in 2010. All of <br /> these channels are shown on Map 41 and there designs are shown on Map 33, Map <br /> 33A and in Exhibit 7. The first channel is the Taylor Tributary Ditch in the West Pit. <br /> Based on the 2010 reclamation, Colowyo will need to construct the Taylor Tributary <br /> Ditch to approximately station 45+00. Colowyo will need to construct the Taylor Ditch <br /> in the West Pit in its entirety (station 0+00 to station 15+00). Colowyo will need to <br /> construct the East Taylor Ditch in the West Pit from station 0+00 to approximately <br /> station 40+00 (note, this ditch is designed to intercept the Taylor Tributary Ditch at <br /> approximately station 1+00). Colowyo will need to construct the remaining middle <br /> portion of the Prospect Ditch in the East Pit. The portion of the Prospect Ditch that is <br /> in the 2010 reclamation block is from approximately station 15+00 to approximately <br /> station 22+00. This construction will complete the Prospect Ditch. Finally, Colowyo <br /> will need to construct the North Tributary, East Pit Ditch from approximately station <br /> 12+00 to approximately station 34+00. This will complete the North Tributary, East Pit <br /> Ditch. In all, Colowyo will complete three post-mining drainage channels this year <br /> (the Taylor Ditch, Prospect Ditch and North Tributary, East Pit Ditch). Once these <br /> channels have been completed Colowyo will need to survey them and prepare an <br /> as-built certification for each ditch. These certifications will need to be submitted to <br /> the Division as a Technical Revision, The Division recommends Colowyo survey these <br /> ditches immediately after they are completed to ensure they have been built to the <br /> approved design. If not, it will be easier to fix the ditches prior to topsoil replacement <br /> and seeding. <br /> Support Facilities: - The Gossard Loadout area was stable at the time of the <br /> inspection. Due to the scheduled outage at the Tri-State Craig Station, Colowyo has <br /> very large coal stockpiles at the loadout. There was very little activity at the loadout <br /> as Colowyo is now only hauling coal to the loadout at night. <br />
