Colowyo C-1981-019 <br /> 15 June 10 <br /> Pg 2/12 <br /> Roads: - The main haul road/access road was dry at the time of the inspection. The <br /> road is a paved road and is well maintained and in good condition. Colowyo is <br /> currently only hauling coal to the Gossard Loadout at night so there was very little <br /> traffic on the road. <br /> - The South Taylor Haul Road was stable and well maintained at the time of the <br /> inspection. There were no problems with fugitive dust at the time of the inspection as <br /> Colowyo was actively watering the road. No erosional problems were noted on the <br /> road. Now that the South Taylor Haul Road is complete, Colowyo must provide the <br /> Division with a construction report and the road must be certified by a registered, <br /> professional engineer, pursuant to Rule 4.03.1(1)(d)(1). This construction report and <br /> haul road certification must be submitted in the form of a Technical Revision. <br /> According to Colowyo they will be submitting a revision as Technical Revision 86 the <br /> week of 21 June 2010. The haul road is partially an in-pit road (the portion that is <br /> within the limits of the West Pit) and partially a haul road that must be designed and <br /> certified pursuant to Rule 4.03.1 . <br /> - The Sturgeon access road (to the Section 28 Pond) was dry and in good condition <br /> and stable at the time of the inspection. The gravel on the road remains in place. <br /> The Missouri crossings, at several locations along the length of the road, remain in <br /> good condition and appear to be functioning as designed. The ditches along the <br /> road'were all clear. There were no signs of erosion along the length of the road. <br /> - The access road in Taylor Draw was wet and muddy in a few spots but it was stable <br /> and in overall good condition at the time of the inspection. There was some minor <br /> rutting on the road but this is not a problem at this time. The road was open the <br /> entire way to the West Taylor Pond. <br /> - With the construction of the South Taylor Haul Road the majority of Haul Road A has <br /> been removed from use for the mining operations. Portions of this road remain open <br /> for access to the north side of the final cut of the Section 16 Pit and the East Pit. <br /> Colowyo has completed the work on widening and grading Haul Road A. This road <br /> work was completed to allow the 103 dragline could walk to the top of the West Pit, <br /> where it is now working. <br /> The in-pit roads in the South Taylor Pit and the in-pit roads to the Section 16 dump <br /> were all well maintained and stable at the time of the inspection. Colowyo was <br /> actively watering these roads and there were no problems with fugitive dust. No <br /> erosional problems were noted on any of these roads. <br /> Hydrologic Balance: - The Streeter Pond (NPDES 001 A) was full (the water was <br /> approximately 18" from the top of the riser) and discharging through the weep hole <br /> at the time of the inspection. The discharge into Goodspring Creek looked clear. <br /> There was no inflow from the ditch along the north side of the Streeter Fill. The pond <br /> embankment was well vegetated and stable at the time of the inspection and no <br /> erosional problems were noted. Several muskrats were seen in both the streeter <br /> pond and in the area of Goodspring Creek where the pond discharges. In the past, <br /> muskrats have blocked the weep holes of the highway ponds with sticks, causing <br /> discharge problems. Colowyo will need to monitor these ponds for muskrat-related <br /> problems. **See pictures at the end of this report.** <br />
