although other erosion control measures may be employed. If stockpiles remain <br />significantly longer than this period, seeding will normally be done in the fall, as <br />recommended by NRCS. <br />"EXCESS": Overburden, fines from washing and screening, and other suitable <br />materials (from on- and off-site as authorized by DRMS) will be placed as necessary <br />to enhance reclamation. This includes shallow sediment basins, with the intent of <br />using the filled basins as part of final post-mining grade, and at the toe of the edge <br />of mined areas (highwalls and residual berms). These materials will be able to be <br />treated and used as subsoil and backfill, for reclamation, if they meet requirements <br />for such use, in order to replace topsoil lost in pre-law mining. <br />RAW AND PROCESSED MATERIALS: Generally, there will be little or no stockpiling of <br />raw materials: excavated material will be moved directly to the plant hoppers and <br />trucks will be loaded directly from outfeed conveyor stockpiles to haul off-site. <br />However, finished products will usually be stockpiled in large quantities, as the use of <br />portable plants operating in the site for limited periods of time and the expected <br />demand for material on a year-round basis will require that some stockpiles of <br />processed materials (ready for haul off-site) will be necessary. Temporary operation <br />of ready-mix or asphalt plants on-site will also require stockpiles of aggregate for <br />production of ready-mix and asphaltic cement concrete only immediately before <br />and when plants are present and operating. Material stockpiles will not be placed <br />directly on un-stripped/undisturbed or fully-reclaimed land, and will be located to <br />minimize visual impact on neighbors and highway traffic, as much as feasible. <br />GENERAL: When necessary, overburden and soil stockpiles are placed where the <br />material will be available for reclamation as planned with minimum movement and <br />re-handling. There may be some very temporary stockpiles for soil and excess <br />material, located at various convenient locations along roads, on the floor of the pit, <br />in the plant area, or in stripped areas. The use of silt-fencing at the toe of stockpiles <br />will be avoided as much as possible, but sediment control (such as shallow swales at <br />the toe of stockpiles) and other BMPs for control of flow and erosion will be used. <br />SURFACE WATER MANAGEMENT: See Exhibit G. <br />Exhibits for 1 12(c) AM-02 Application - M-1994-108 - 2010 - Page 18
