as hot mix asphalt facilities and ready-mix plants. Current locations for plants,
<br />stockpiles, and other work-related activities are shown on Map F-1.
<br />Plants will be brought into the site and shifted to various locations as required,
<br />although some portable plants (such as screening and wash plants) may be
<br />permanently assigned to this site. Oversize materials (cobbles) either will be crushed
<br />for aggregate, stockpiled and sold as-is, or used as backfill. Clean construction
<br />debris (earth, rock, concrete rubble, asphalt pavement) may be classified
<br />(characterized), determined to be safe for use in accordance with CDRMS and
<br />CDPHE requirements, and brought to the site for processing similar to excavated
<br />material for recycling as aggregate or raw material for concrete batch plants
<br />and/or asphalt plants, or for use as backfill for reclamation. Certain other materials,
<br />such as that produced by clearing and grubbing on the site or other lands (such as
<br />lands owned by the landowner), such as bark, sawdust, and woody materials, may
<br />be stored on-site and may be used as mulch or organic additives to soil (as part of
<br />reclamation activities). Livestock manure may be present on-site, and incorporated
<br />into reclamation. Such material may be stockpiled until needed for reclamation.
<br />Concrete (ready-mix), asphalt (hot-mix), and other plants (as permitted by
<br />county and other regulatory agencies) may locate on site on a temporary basis to
<br />support various projects in the area which cannot be better supported from
<br />elsewhere. Fuel tanks (diesel, fuel oil, gasoline, heating oil, propane, etc.) and other
<br />petroleum product tanks (AC oil, lubricants, etc.) necessary for equipment and
<br />plants may be located on-site, in adequate secondary containment to meet US
<br />EPA, CDRMS, CDPHE, and CDLE requirements. Some maintenance of rolling stock
<br />may be performed in the permit area. Other chemicals necessary for reclamation,
<br />maintenance, including cleaning, of equipment and rolling stock, may be stored
<br />and used on site, and will be kept in suitable containers and secondary
<br />containment.
<br />The size of the plant site may vary from year to year, based on demand for
<br />material, availability of portable processing plants, requirements for additional plants
<br />to be placed in the area, and other factors. At present, approximately 10 acres is in
<br />use for plant sites, with an additional 13 acres for stockpiles and equipment/fuel
<br />storage; this is expected to remain fairly constant. The plant sites are graded to post-
<br />mining (reclamation) contours and have dust control measures, but do not/will not
<br />have soil replaced nor be revegetated. Portions of the site may be leased out to
<br />other operators; such leases will include requirements to ensure control of dust, storm
<br />water, and other potential pollution problems.
<br />Water systems, including irrigation pipelines, ponds, French drains, and other
<br />drainage and control structures have been constructed on-site as mining
<br />progressed, and will continue to be expanded, improved, and operating during
<br />and after mining is completed, for post-reclamation use for irrigation, ponds, and
<br />stock watering. See Exhibit G for additional information.
<br />STOCKPILE CONSTRUCTION:
<br />SOIL: Soil will be stockpiled immediately after removal unless moved directly to an
<br />area being reclaimed. Stockpiles will have a maximum slope of 1:1, and will be
<br />stabilized against erosion as necessary as they are completed. Stockpiles to be in
<br />place for less than 12 months will NOT be vegetated (seeded and mulched),
