EXHIBIT E - RECLAMATION PLAN <br />GENERAL CONCEPT (6.4.5(2)a.) <br />The mine will be reclaimed as irrigated pasture and hay land. Processing fines, <br />overburden, and some construction debris will be used to do shaping to final post- <br />mining grade, and the main road (as discussed in Exhibit D), together with trails <br />which will be reestablished as mining and reclamation proceed, will remain in place <br />for future access to all portions of the site. Ponds will remain in place, for various <br />uses, together with other drainage features constructed before, during, and after <br />mining. This reclamation plan is in accordance with existing pre-mining land use and <br />land use in the surrounding area. The site is presently unzoned. (See also Exhibit O.) <br />The objective of the reclamation is to create a stable topography and biological <br />community which can sustain the proposed post-mining use of the land and protect <br />downstream water quality and quantities. As much as possible, roads and long-term <br />plant areas are laid out and developed during mining in what is essentially their final <br />post-mining, reclaimed configuration to minimize reclamation requirements. <br />COMPARISON OF LAND USE (6.4.5.(2)b.) <br />We believe that the proposed post-mining use conforms to present and planned <br />land use for the area. There are no state land use plans, to our knowledge, and the <br />site is not within the boundaries of an Indian Reservation or in trust. <br />Zoninq Land Use Ownership <br />North of property Unzoned and A/R-35+ Grazing Private <br />East of property Unzoned Mining and cropland/ grazing, commercial Private <br />South of property Single-lot development Rural residential Private <br />West of property Unzoned Grazing Private <br />AR-35+ means agricultural and residential, lot size of 35+ acres. <br />Nearest community is Mancos, an incorporated town located approximately <br />3 miles to the east. Mancos does not exercise extraterritorial jurisdiction. <br />Plant sites (or portions) will have soil replaced and be revegetated within 12 <br />months after an area is determined to no longer be needed for plant, stockpile, and <br />traffic use. Exposed (unplanted) areas will use alternative dust- and erosion-control <br />measures, and fencing or other markings will be used to prevent problems with <br />traffic and other activities in such areas. <br />There may be some use of various recycled materials, including wood <br />byproducts (sawdust, bark, similar materials, as approved by DBMS) for reclamation, <br />Exhibits for 1 12(c) AM-02 Application - M-1994-108 - 2010 - Page 19
