The following chart <br />shows the pond inspection dates. <br /> 1" Quarter 2° Quarter 3` Quarter 4" Quarter <br />Year <br />2007 19 March 7 June 12 September 12 October <br />2008 24 March 30 June 16 September 30 December <br />2009 25 March 19 June 29 September 29 December <br />There were four exceedences of discharge standards at the sediment ponds in 2007. On 13 <br />February 2007 the Streeter Pond (NPDES 001A) exceeded the TSS standard with a reported <br />value of 56 mg/l. The Gulch A (NPDES 004A) Pond exceeded the TSS and irorr standards with <br />values of 76 mg/1 and 7.43 mg/1, respectively. On 25 September 2007 the Prospect Pond <br />(NPDES 007A) exceeded the TSS Standard with a reported value of 52mg/l. On 14 November <br />the Streeter Pond (NPDES 001A) exceeded the TSS standard with a reported value of 440 mg/l. <br />Colowyo requested and was granted a relief from the discharge standards from the Colorado <br />Department of Public Health and Environment's Water Quality Control Division in all cases. <br />There were no exceedences in 2008 or 2009 at the Colowyo Mine. <br />In 2008, with the initiation of mining in the South Taylor Pit, Colowyo constructed two new <br />sediment ponds. The West Taylor Pond (NPDES 011A) was constructed in the Taylor Draw just <br />below the proposed West Taylor Fill. The pond was completed on or around 18 October 2007 <br />and a construction certification was completed on 21 October 2007. Colowyo started performing <br />quarterly pond inspections on the West Taylor Pond in the first quarter of 2008. The Section 28 <br />Pond was constructed on the Sturgeon light-use road (off of Colorado Highway 13) at the <br />southern extent of the mine. The pond was completed on or around 2 November 2007 and a <br />construction certification was completed on 27 November 2007. Colowyo started performing <br />quarterly pond inspections on the Section 28 Pond in the first quarter of 2008. Colowyo <br />submitted the Section 28 and West Taylor Pond as-built certifications as Technical Revision 74 <br />on 10 July 2008. The Division approved the revision on 29 March 2009. <br />During the period from 2007-2009 Colowyo cleaned the sediment ponds as needed. In 2007 <br />Colowyo cleaned the Prospect Pond, removing approximately 1,000 cubic yards of material. In <br />2008 Colowyo again cleaned the Prospect Pond, removing approximately 3,200 cubic yards of <br />material. In 2009 Colowyo cleaned the Streeter Pond, removing approximately 3,400 cubic <br />yards of material and the West Taylor Pond, removing approximately 3,500 cubic yards of <br />material. <br />The sediment ponds at the Colowyo Mine are inspected on a regular basis by Division staff. <br />These inspections are noted in the Division's inspection report(s). <br />Hydrologic Monitoring Plan <br />The hydrologic monitoring plan for the Colowyo Mine is located in permit Volume 12 beginning <br />on South Taylor/Lower Wilson-Rule 4, Page 17. The monitoring plan contains all of the <br />required monitoring locations, frequencies and parameters for the entire mine.
