Northfield recognizes that mining and reclamation planning must be a <br />dynamic process. In order to meet specific reclamation objectives, <br />these plans must be adjusted where justified to reflect changing <br />conditions, advances in reclamation technology and the results of <br />ongoing research on the effectiveness of various reclamation <br />techniques. <br />Temporary reclamation measures will be an ongoing part of the mining <br />operation. These measures generally include ground stabilization <br />procedures such as establishing vegetation to minimize erosion and <br />protect the hydrologic balance within and adjacent to surface <br />disturbance areas. These measures will be applied where appropriate <br />according to specifications approved by the Division. <br />Reclamation Plan Timetable <br />As previously noted, Northfield plans to reclaim mine disturbance areas <br />as soon as operationally practicable after completion of associated <br />mining or related activities. <br />Upon completion of mining, Northfield will reclaim any mine facilities <br />not approved for retention in conjunction with postmining land uses, <br />including the portal, ventilation shafts, roads and power lines in a <br />timely fashion. Reclamation of these areas is scheduled to be <br />completed within 14 months of the date of last coal production and <br />filing with the Division for permanent cessation of operations. An <br />anticipated general timetable for reclamation of the mine site and any <br />related facilities is shown on accompanying Figure 2.05.4 -1. <br />Following initial reclamation of mine facilities, the only disturbance <br />areas which will remain will be the former haul /mine entrance road to <br />the reclaimed area, sedimentation pond, and associated drainage <br />structures required to treat runoff from reclaimed areas, and any <br />structures, facilities, and use areas approved for retention to support <br />the postmining land use. Drainage strictures will remain in place to <br />provide short-term drainage and sediment control during the bond <br />liability period. The mine haul road, including the crossing structure on <br />Chandler Creek, will be modified to a light -use road during the initial <br />reclamation activities. The road will terminate in the vicinity of the <br />sediment pond embankment area. Upon the Division's determination of <br />reclamation success for contributing drainage areas, sedimentation <br />ponds and associated drainage structures will be removed and <br />reclaimed. The light -use road segment within the boundary of the <br />facilities bench area will also be reclaimed at this time.
