2.05.4 Reclamation Plan
Reclamation of all areas disturbed as a result of Northfield's mining
operation is a significant aspect of the proposed project. Given that the
Northfield Mine will be an underground mining operation, mining and
reclamation activities do not occur sequentially. Surface disturbance,
including disturbance associated with the mine portals and shafts,
roads, facilities, and the drainage and sediment control network must
remain in place until all associated mining operations have been
completed.
When mining operations have permanently ceased, and therefore not
to resume under this permit, Northfield will file for Permanent
Cessations of Operations with the Division in accordance with Rule
4.30. Northfield will review the approved reclamation plan with the
Division, make and receive approvals for any necessary revisions to
the existing plan, then commence reclamation activities on disturbed
areas in accordance with the approved plan.
Essential activities associated with the final reclamation of mine
disturbance areas include the following tasks:
- Removal of any mine structures and facilities not approved for
permanent retention to support the postmining land use
- Sealing underground openings, boreholes and covering any
exposed coal seams
- Backfilling and grading of mine disturbance areas
- Replacement of available soil resources
- Soil preparation and revegetation of mine disturbance areas
- Post reclamation management and environmental monitoring
The goal of these reclamation tasks will be to accomplish restoration of
all disturbance areas to productivities and land uses equivalent to or
greater than those which existed in the pre- mining environment.
Reclamation plans presented herein are designed to successfully meet
these objectives and will result in a stable postmining configuration
which blends with surrounding undisturbed terrain and provides
environmental values consistent with those which existed prior to
mining.
Northfield's reclamation plan has been developed utilizing available
information on pre- mining environmental resources previously
presented in Section 2.04 of this application. In addition, Northfield
• has utilized available information on current reclamation technology
which may be applicable to specific site conditions at the proposed
mine site.
2.05.4 -1 Revised 12/04/09, TR -01
