- The final pile configuration will achieve a minimum static safety <br />factor of 1.5. <br />Waste material will be spread in layers no more than 24 inches in <br />thickness. <br />Waste material will be placed and compacted to attain 90 percent <br />of the maximum dry density to prevent spontaneous combustion <br />and to provide the strength required for stability of the pile. <br />The final graded waste bank will have 2H: IV, or less, side slopes. <br />The proposed waste pile will have 3H:iVside slopes. <br />Following final grading of the waste pile, the entire pile will be <br />covered with a minimum of 4 feet of the best available non -toxic <br />and non - combustible material. The approved topsoil replacement <br />depth is included in the 4 feet of cover material. <br />Northfield obtained core samples to provide geochemical data on the <br />roof, floor, interburden, and coal for the Ocean Wave seam. No <br />significant quantities of toxic or acid - forming materials were found <br />based on sample data from these strata that would be incorporated in <br />the waste pile, as described in Section 2.04 of the permit application. <br />Relevant core analytical data supporting these statements is <br />included irf'�xhibits O _G, and AI . The data support the conclusion that <br />construction of t e waste pile will not adversely impact the hydrologic <br />balance. <br />Northfield will provide a detailed design plan to the Division for the <br />waste pile, prepared in accordance with Rule 2.05.3(ii), at least six <br />months prior to commencing construction. The Division shall have <br />approved, in writing, the engineered plan for the waste pile before <br />construction of the pile begins. <br />Mine Roads <br />The mine entrance road is the only road planned to connect the primary <br />mine facilities area to the public road system. This road will be <br />constructed and maintained as a graveled haul road from County Road <br />79 to the location of the raw coal stockpile in the facility area. Coal will <br />be loaded into haul trucks and weighed at the truck scale within the <br />mine yard area. From the scale area, trucks will travel by way the mine <br />entrance road to County Roads 79 and 11A, and State Highway 115, to <br />reach coal customers. <br />Northfield will maintain the mine entrance haul road on a regular basis <br />to provide a smooth operating surface, ensure safety, and minimize dust <br />emissions. Maintenance will include periodic grading to provide a smooth <br />surface and remove snow, rocks or other debris, repair and resurfacing <br />as necessary, inspection and clean -out of any drainage <br />2.05 -19 Revised 4/12/10, TR -01 <br />
