described in Section 2.05.4, to provide adequate vegetative cover <br />establishment. Drainage from topsoil stockpile areas will flow to a <br />sediment pond by way of ditches or will be contained and directed <br />through a designed sediment control structure capable of reducing <br />suspended solids concentrations to within regulatory limitations. <br />Information concerning locations of topsoil piles and projected storage <br />volumes is shown in Section 2.05.4, Topsoil Removal, Storage, and <br />Redistribution Plan, of the permit application. <br />_Mine Waste Permanent Stockpile <br />Coal crushing and screening operations will result in coal waste which <br />will be placed in a permanent stockpile located southwest of the main <br />facilities area. The waste material is anticipated to consist primarily of <br />out -of -seam roof and floor rock comprising mudstone, siltstone, and <br />sandstone, and a minor quantity of coal that remains attached to rock <br />strata. Raw coal crushing and screening operations will separate a <br />fraction of the waste rock material from the raw coal product, with the <br />waste materials to be transported to the waste pile for placement and <br />disposal. - - <br />The permanent waste pile will be located in an area of gently sloping <br />terrain that will be excavated to provide access to the adjacent facility <br />bench area. Excavation of the site will result in removal of all topsoil <br />and organic materials prior to placement of waste material. <br />Surrounding areas will be graded to drain to the adjacent south <br />collection ditch. The location of the proposed waste bank, including the <br />proximity of diversion and collection ditches, is shown on Map 12. This <br />area contains no documented seeps or springs, and the surface <br />material is stable. Locating the waste bank at this site allows potential <br />future expansion, if necessary, towards the northwest against the toe <br />of the adjacent bluff, with accompanying reconstruction of the <br />diversion ditch to a higher location. <br />Based on a survey of the area, no known abandoned mine workings <br />situate below the proposed waste pile site. Northfield's proposed <br />workings will be developed immediately west of the site, and as <br />described in Section 2.05.6, will be designed to minimize impacts to <br />the stability of the waste pile. <br />Coal waste will be transported to the disposal area utilizing end dump <br />trucks and /or front -end loaders. The waste will be spread in lifts and <br />wheel compacted.
