Dust emissions will be further mitigated by minimizing handling and re-
handling of raw and clean coal materials during operations.
The maximum proposed capacities of stockpiled coal products at the
facilities area are as follows:
- Raw coal stockpile 30,000 tons
- Combined clean coal stockpiles 25,000 tons
(industrial and stoker)
Upon completion of mining and prior to final reclamation, all remaining
stockpiled coal will be sold and removed from the site. Any remaining
unsaleable coal in minor quantities will be blended into overburden
materials, then placed and compacted during backfilling operations in
the facility area.
Truck Scale and Scale House
A truck scale will be installed along the mine haul road to weigh tractor
trailer and rear -dump haulage trucks transporting clean coal products
before they leave the mine property. The scale installation will include
a prefabricated truck scale mounted on a concrete box foundation with
0 minor approach ramps and pads.
Adjacent to the truck scale area, a scale house will be provided for
operating the electronic scale. All truck traffic entering and leaving the
site will be monitored from the facility. General construction and
dimensional information for the truck scale and scale house is provided
on Table 2.05.3 -2.
Upon completion of mining, the truck scale and scale house will be
removed and savaged, foundations will be demolished, resulting debris
will be placed in approved disposal areas on -site, and the associated
.disturbance are will be regraded, topsoiled, and revegetated.
Topsoil Stockpiles
During initial development of the surface facilities area at the
Northfield Mine, topsoil piles will be constructed to segregate and store
all available topsoil for use during final reclamation activities.
Construction methods of topsoil stockpiles will ensure that they are
located and oriented to provide long -term stability, minimize wind and
water erosion, and to prevent contamination or compaction of topsoil
resources.
Measures to protect the topsoil from erosion will include rough grading
the stockpile surfaces, and seeding with the temporary seed mixture,
2.05.3 -17 Revised 12/04/09, TR -01
