Please add Map 2.05.3-3f Light-use roads to pond 7a, 9, and 9a to the table <br />of contents page viii. <br />7. The Division sent a letter dated March 25, 2009 regarding compliance with <br />the approved reclamation plan. At this time, no written response has been <br />received by the Division. Therefore, the questions have been incorporated <br />into this mid-term review for final resolution. The original question is <br />repeated below in italics for each issue, with follow-up or new information as <br />necessary and outstanding questions shown in bold text. <br />a.) The approved permit text lays out a prescriptive plan with regard to soil <br />sampling, testing, reporting and soil amendments on pages 2.05-55 and 56. <br />Soil samples are required on 500 foot centers over the reclaimed area, <br />which is approximately 122 acres. This should result in 1 soil sample for <br />every four acres or 30 soil samples required. Each sample location will <br />consist of a sample at 0-8 inches in depth and a sample below 8 inches <br />down to 24 inches of contact with rock debris. <br />Permit text incorrectly identifies soil sample locations are shown on Map <br />2.05.4-1, Post Mining Topography. Soil sample locations are shown on Map <br />2.05.3-5, Soil Sample Location and Distribution Plan. Thirty-four (34) total <br />soil sample locations are shown. Results of the soil :sampling are to be <br />submitted each year in the Annual Reclamation Report (permit text 2.05-56). <br />Review of Division records indicates soil sampling without fertilizer <br />recommendations for five soil sample locations on the outslope of Fill 9, <br />submitted for the 2" d quarter of 2002. No response to the Division's letter <br />dated December 20, 2002 regarding the Division's review of these samples <br />was received from Lorencito Coal Company. <br />The Division also shows receipt of soil samples for two locations, S-28 and <br />S-29, for the reclamation completed in 2005. The two samples each tested <br />the 0-8 inch horizon only. Please note, these locations are not shown on <br />Map 2.05.3-5. <br />According to Map 2.05.3-5, no soil sample locations are apparently <br />contemplated or located in the areas Fill 7, W-4, S-4, Fill 9a, N-4, and N-3, a <br />total of 19.9 acres. Area W-2 (10.7 ac) and W-5 (9.1 ac), each show under- <br />sampling with only one location each, which does not approximate one <br />sample location every four acres. <br />Please submit soil sampling results to comply with the soil sampling plan as
