approved. <br />During this mid-term review, soil sampling test results were located in Exhibit <br />22 of the currently approved permit. This information was submitted as part <br />of TR-13 approved in October 2004. Based on review of this information <br />and Table ARR-1 of the 2008 Annual Reclamation Report, it appears that <br />soil sampling was completed in accordance with the approved plan. Areas <br />lacking samples are almost exclusively areas where topsoil was live-handled <br />or steep areas that were hydro-seeded and fertilized based on generalized <br />fertilization information derived from previous test results over the entire site. <br />Some confusion may have been caused by the statement on approved <br />permit text page 2.05-56 stating that "soil sampling results will be submitted <br />each year in the Annual Reclamation Report". Please modify the text on <br />page 2.05-56 to remove this statement. <br />b.) Soil sampling results indicate whether soils are deficient. The Division <br />understands from the 2006 ARR that approximately 10 acres of hydro- <br />seeding were fertilized in conjunction with that process. It is not clear from <br />reporting or maps submitted that fertilization was completed on any other <br />parcels of reclamation. <br />For those soil samples that show deficiencies in nutrients or other <br />constituents, please demonstrate that fertilization was completed in each <br />specific area in accordance with the approved plan. <br />This question remains outstanding as is repeated. Revegetation success of the reclaimed areas is required to be <br />monitored as described on pages 2.05-70 and 71 of the approved permit <br />application. Monitoring is required in years 3, 5, and 7 following reseeding. <br />Assuming fall seeding for all parcels, two vegetation sampling episodes <br />should have been completed on 27.4 acres, one sampling episode should <br />have been completed on 52.4 acres, and 35.9 acres should be scheduled to <br />be sampled this growing season (2009). <br />Please submit all vegetation monitoring data not previously submitted to the <br />Division to demonstrate compliance with the approved revegetation plan. <br />This question remains outstanding as is repeated.
