Colowyo C-1981-019 <br /> 12 Apr 10 <br /> Pg 3/4 <br /> Hydrologic Balance (cont.): -Sump 2 contained a small amount of water(several feet <br /> below the top of the sump) and was not discharging. This sump was partially cleaned but a <br /> large amount of sediment remains in the sump. The sump appeared to be stable at the time <br /> of the inspection. <br /> -Sump 3 contained water approximately one foot below the top and was not discharging. - <br /> -The sump appeared to be stable at the time of the inspection. <br /> Sump 4 was full of sediment and needs to be cleaned. There was no water in the sump <br /> besides what has saturated the sediment. The sump appeared to be stable at the time of <br /> the inspection. <br /> - Sump 5 was full but did not appear to be discharging at the time of the inspection. The <br /> sump appeared to be stable. <br /> - The newly constructed portion of the Taylor Tributary Ditch was observed from <br /> above along the West Pit reclamation (above from the East) and from below, at the <br /> East Taylor Pond. The ditch was not carrying any water and appeared to remain <br /> stable at the time of the inspection. There was some sediment in the ditch from the <br /> runoff from the 2009 West Pit reclamation but the ditch did not appear to be <br /> clogged or blocked. This ditch will carry all of the runoff from the new West Pit <br /> reclamation to the East Taylor Pond. The ditch will be inspected up close and in <br /> more detail as ground conditions permit. **See pictures at the end of this report.** <br /> Backfilling and Grading: - Colowyo has not conducted any additional backfilling and <br /> grading operations in either the East Pit or West Pit since the March 2010 inspection. <br /> There have been discussions regarding additional backfilling and grading operations <br /> that will be completed in 2010 but nothing is concrete at this point. <br /> - The West Pit area that was backfilled, graded, topsoiled and seeded in 2009 was <br /> observed from above (from the east side of the draw). The area was very wet and <br /> muddy but all of the snow had melted off at the time of the inspection. For the most <br /> part this newly reclaimed area has held up well through the winter and runoff season. <br /> There are some rills on some areas of the reclamation that will need to be fixed this <br /> spring. There are also some contour ditches that have filled in with sediment that will <br /> need to be cleaned. There were also a few locations where the contour ditches <br /> breached, which will also need to be fixed. Colowyo will need to formulate a plan <br /> and a timetable to get these problems fixed. The Division will inspect the West Pit <br /> reclamation area up close and in more detail once ground conditions improve. <br /> **See pictures at the end of this report.** <br /> - Although the 2009 East Pit reclamation was inaccessible at the time of the <br /> inspection, it is anticipated that there will be similar problems to those noted in the <br /> 2009 West Pit reclamation (based on the sediment present at the inlet of the Prospect <br /> Pond). Colowyo will need to address these issues with a remediation plan and <br /> timetable like that necessary for the West Pit. <br /> - Colowyo continues to use the final cut of the Section 16 Pit as the dump for material <br /> from the South Taylor Pit (from the truck/shovel and excavator/shovel operations). <br /> Colowyo has started the fourth lift at this point. The backfill is being constructed by <br /> end dumping the material in approximately 50-foot lifts. Colowyo plans to continue <br /> using the Section 16 Pit area as their dump until it is backfilled to the post-mining <br /> topography. **See pictures at the end of this report.** <br />
