In order to provide for a Complete application, please amend Map 17 and relevant narrative <br />sections of the application to reflect a rangeland /Fish and Wildlife [habitat land use designation <br />for the major portion of the expansion area. Further, please delineate the proposed Collurn <br />expansion disturbance boundary on the reap, to document the extent and location of the <br />different land use types in relation to the proposed disturbance area. <br />R. Presumably, Map 17 is intended to fulfill the requirements of Rule 2.04.3 for pre - mining land <br />use mapping, as well as 2.05.5 for post-mining land use mapping. "Surface Mined Lands ", <br />labeled "Ills" on the map, is not a designated land use category pursuant to Rule 1.04(71), and <br />does not reflect pre- raining land use or proposed post- mining lard use. In order to provide for a <br />Complete application that conforms with regulatory requirements, lap 17 will need to be <br />amended by replacing the "'Surface Mined Lands" category with the appropriate pre- <br />mining/post-mining land use designation. Retention of the stipple pattern on the map to <br />delineate the extent of actual urine disturbance at specified date is appropriate and warranted, <br />along with delineation of the proposed disturbance area boundary associated with the original <br />olowyo mine and South Taylor expansion. <br />Rule 2.05.5-Post-Mining Land Use <br />16. A. Please refer to comments in Item 5 of this letter. Since Colowyo is not proposing to change <br />the pre- mining use of the Collura Expansion area, charges requested in Item 5 regarding land <br />use narrative and Map 17 modifications apply to post - mining as well as pre- raining land uses. <br />R. Rule 2.05.5(1)(a) (1 1i) requires that the post - mining land use narrative address consideration <br />that has been given to making the operations consistent with surface owner plans and <br />programs. Rule 2.05.5 (1) (b) requires a copy of the comments concerning the proposed use by <br />the legal or equitable owner of record. The post - miring land use sections of the application <br />(2.05.5 and 4.16) are incomplete because the application does not provide the information <br />required by 2.05.5(1) {a }(iii) and 2.05.5 1 for the proposed P R-3 Co IIurn a pansion area. <br />Rule 2.05.6(2)-Mitigation of impacts of Minin g r ti n , Fish and Wildlife Plan <br />17. Information provided by the applicant it response to the Division's initial Incompleteness letter <br />does not fully address the regulatory requirements of this section and thus the section is <br />considered to be incomplete. Narrative regarding greater sage - grouse will need to be amended <br />to address the current status of the species as a federal "'Candidate for Listing" on the <br />threatened and endangered species list, and how the applicant will utilize impact control <br />measures, management techniques, and monitoring methods to protect the species in <br />association with the proposed Collum expansion. <br />In addition, discussion of habitats of unusually high value within the Collura expansion area need <br />to be identified and protective or e nhancement measures discussed, pursuant to <br />2.05.6(2) (a) (Iii) (B), <br />A map or maps showing the location of facilities used to protect or enhance fish and wildlife and <br />related environmental values will need to be included in the application, pursuant to Rule <br />
