Information provided by the applicant in response to the Division's initial Incompleteness letter <br />does minimally address the regulatory requirements of this section and thus the section is <br />considered to be Complete. <br />Rule 4.15.8 -Rve tation Success Criteria <br />4. Review and evaluation of various site specific aspects of the r veg tation plan, including <br />`fpres ribed ecological re larnation" and "targeted sagebrush steppe revegetation ", along with <br />associated success standards, will require a Reveetation Plan Map overlaid on the proposed <br />postmining topographer, to illustrate how the concepts would be applied on the ground. Such <br />map is also required to demonstrate that plant groupings are distributed in a manner which <br />optimizes edge effect, cover, and other benefits for fish and wildlife, pursuant to Rule <br />4.15.1(2)(d) and 4.18(5)(i). In order for this section of the application to be considered <br />Complete, a Revegetation Plan Map for the proposed Collura expansion disturbance area will <br />need to be provided. Inclusion of wildlife enhancement facilities on the map would satisfy the <br />map requirement specified in Item 17, above. <br />Rule 4.16-Post-Mininiz Land Use <br />35. This section references information in Section 2.04.3 and 2.05.5. Although additional <br />information will reed to be provided to demonstrate Completeness for Section 2.04.3 and <br />2.05.5, as addressed in Items 5 and 16 of this letter, the information provided in Section 4.16 is <br />considered sufficient to deem the Section 4.16 Complete. <br />Rule 4.18 -- Protection of Fish Wildlife and Related Environmental Values and Rule 2.04.11 -Fish and <br />Wildlife Resources Information <br />36. A. Amended Section 4.18 has not been revised to address specific requirements of 4.18()() <br />regarding restoration, enhancement, or avoidance of habitats of unusually high value for fish <br />and wildlife, nor were the requirements of 4.18 (i) specifically addressed, with respect to the <br />ollu m Expansion area.
