STATE OF COLORADO
DIVISION of RECLAMATION, MINING AND SAFETY
Department of [natural Resources
1313 Sherman St., Room 216
Denver, Colorado 80203
Phone: (303) 86&3567
FAX: (303) 832-8106
DATE: April 8,, 2010
T: Jim Stark
x
FROM: Dan Mathews
RF: Collurn PR-3 Comple nes
Rule 2.04.3 Site Description and Land Use Information
COLORADO
D I V I S 10 N 0 F
RECLAMATION
MININ
SAFETY
Bill Ritter, Jr.
Governor
James B. Martin
Executive Director
5. In the response submittal to the Division's initial completeness revie w, Colowyo provided
additional site specific lard use information.
A. The Division requested that pre - ruining lard uses in the Collom expansion area address
wildlife habitat, and that the narrative in the site description and land use section should
describe the existing land uses in the expansion area using the definitions of land use in Rule
1.04(71).
Amended narrative indicates that the predominant land use type identified in the CoHom
expansion area is rangeland, with a minimal area outside of proposed disturbance boundaries
that has been characterized as pastureland. Map 17 "Lard Use" does depict Rangeland as the
predominant category, along with small areas of pastureland along Wilson C reek.
Based on information presented in various sections of the application, including 2.04.3 "Land
Use Information ", 2.04.11 "Fish and Wildlife Information", and 2.05.6(2) "Fish and Wildlife
Plan ", it is clear that the proposed Collura expansion area provides important wildlife habitat
that has been actively m anaged for !IdIife. In Section 2.05.5 "Postm inin Land Use ", it I s noted
that "much of the Collura area, especially west rn portions, has been managed under the
Morgan C reek Ranching for Wildlife Program, where livestock grazing has been reduced to
increase the quality and quantity of resident deer and elk populations for hunting." The
narrative describes active management for wildlife production including water development and
use of prescribed fire.
Given the emphasis on wildlife production and management in the Collum expansion area.,
designation of Fish and Wildlife Habitat as a joint use along with Rangeland is rarranted,
pursuant to Rule 1.04(71.).
DRMS INTERNAL MEMORANDUM
Office of
Office of
Mined Land Reclamation Denver • Grand junction a Durango Active and Inactive Mine
