Colowyo C-1981-019 <br /> 24 Mar 10 <br /> Pg 2/6 <br /> Roads: -The main haul road to the Gossard Loadout and facilities area is a paved <br /> road. The road was dry at the time of the inspection. The road was stable and well <br /> maintained and no problems were noted. <br /> - Colowyo has almost completed the new South Taylor haul road (approved through <br /> Technical Revision 76). The remaining work includes establishing a crown on the <br /> road, ensuring that the road is the proper grade and width for its entire length and <br /> surfacing the road. Colowyo is currently using the South Taylor Haul Road and has <br /> been using the road for several months now. The remaining construction items must <br /> be completed and the road must be certified by a registered, professional engineer. <br /> The haul road is partially an in-pit road (the portion that is within the limits of the West <br /> Pit) and partially a haul road that must be designed and certified pursuant to Rule <br /> 4.03.1 . Upon completion of the haul road Colowyo must certify the road pursuant to <br /> Rule 4,03.1(1)(d)(i) and provide the Division with a construction report and an as-built <br /> map of the road. <br /> - With the construction of the South Taylor Haul Road the majority of Haul Road A and <br /> all of Haul Road B have been removed from use for the mining operations. Portions <br /> of these roads remain open for access to the north side of the final cut of the Section <br /> 16 Pit and the East Pit. Since they are not using these haul roads, Colowyo has not <br /> been performing the routing maintenance on the roads. Although they remained <br /> stable at the time of the inspection, the road was impassable at a point just past the <br /> entrance to the East Pit reclamation. <br /> - The in-pit road to the overburden dump in the Section 16 Pit area was well <br /> maintained and stable at the time of the inspection. The roads to the East and West <br /> Taylor Fills and the lower portion of the South Taylor box-cut were all covered with <br /> snow and basically impassable at the time of the inspection (since Colowyo was not <br /> actively mining or dumping in these areas). <br /> - The roads in the Gossard loadout were all well maintained and stable at the time of <br /> the inspection. <br /> Hydrologic Balance: - The Gossard Pond (NPDES 003A) contained water <br /> approximately three feet below the discharge pipe and was not discharging. The <br /> pond embankment was covered with a small amount of snow but remains well <br /> vegetated and stable. The concrete sump at the inlet of the pond has done a good <br /> job in keeping sediment out of the pond. <br /> - The Rail Loop Pond (NPDES 006A) contained a small amount of water time of the <br /> inspection but was not discharging. The pond embankment was covered with a <br /> small amount of snow but remains well vegetated and stable and no erosional <br /> problems were noted. <br /> - The Stoker Siding Pond (NPDES 005A) contained water approximately four feet <br /> below the top of the discharge pipe and was discharging a trickle out of the weep <br /> hole. The pond embankment was covered with a small amount of snow but <br /> appeared to be well vegetated and stable. No erosional problems were noted on <br /> the pond embankment. <br />
