EXHIBIT E <br />RECLAMATION PLAN <br />The land is currently intermingled grazed range and grazed forest. Ground cover for <br />erosion control was the primary factor in selecting the post mining land use. For <br />reclamation purposes, the entire site will be established as range. The seeding mixture is <br />80% native grass species, which will blend well with the adjacent range. The species <br />were selected based on the precipitation zone and climate, so no supplemental irrigation <br />is planned or needed. <br />All available topsoil will be stockpiled as outlined in the mining plan. It is estimated this <br />will provide 4 to 10 inches of topsoil on the area to be reclaimed. When the topsoil will <br />be stockpiled more than 12 months, it will be temporarily seeded to 10 pounds Pure Live <br />Seed per acre of crested wheatgrass (Nordan or Ephraim variety). <br />During reclamation, any portion of the site not already established at final grade by the <br />excavation process will be re-graded with the average slope not to exceed 3:1. Topsoil <br />will be replaced at an estimated depth of 6 inches utilizing the topsoil that was stockpiled <br />during the mining of the site. Drilling of seed will be used in the areas where it is <br />suitable, with the remaining area seeded with the broadcast method. On steeper slopes, <br />seed will be broadcast and crimped in with dozer tracks. Replacement of the topsoil is <br />anticipated to occur in stages and as topsoil is replaced by even spreading it will be <br />seeded. The preferred species, method and rates of seeding and time of planting will be <br />done according to the attached NRCS form CO-ECS-5. Where broadcast seeding is used, <br />the final operation will be to drive over the planted area with a lugged or tracked vehicle. <br />This will help compact the soil slightly and will create small areas to capture precipitation <br />for germination. The detention pond will be filled and reclaimed. <br />NRCS specifications currently recommend that no nitrogen be applied at the time of <br />seeding, since it tends to favor the growth of annual weeds that compete with the grass. <br />Grazing will be deferred until the seeding is adequately established (typically 2 or 3 <br />years) and the site released from the Colorado Mined Land Reclamation Board <br />reclamation bond. <br />This site is part of a much larger ranch owned by the current owner-operator of the <br />proposed pit. The larger ranch is currently grazed as part of a cattle ranching operation <br />and therefore the reclamation of this site is geared towards returning it to a rangeland <br />state. <br />Page 10
