6.4.5 Exhibit E - Reclamation Plan <br />• Verify that the Geotechnical CQAP Monitor is onsite and that the <br />frequency of testing and equipment used in testing meets the testing <br />requirements. <br />• Confirm that testing equipment, personnel and procedures do not change <br />during the project or that any such changes do not result in a deterioration <br />of the monitoring process. <br />• Provide weekly reports on the field testing/monitoring results. <br />• Verify that all deficient areas have been reworked and re-tested to meet <br />the Liner Design Specifications. <br />• In concert with the Design Engineer, Prepare a final CQAP Report. The <br />purpose of the CQAP Report is to provide a permanent record of the <br />construction to the reviewing regulatory agencies that the liner designs <br />were constructed in accordance with the Liner Design Specifications, <br />Drawings, permit, and applicable regulations. <br />Key responsibilities of the Geotechnical CQAP Manager, include: <br />• Performing the daily testing and QA activities associated with construction <br />of the clay liner and complete daily field reports that will document the <br />chronological history of the work. <br />• Performing or overseeing field testing ensuring test type and frequency <br />conform to the CQAP. This includes communicating field tests directly to <br />the Project Manager / CQAP Manager during construction to ensure <br />correct compaction / moisture / density specifications. <br />• Working closely with the Project Manager / CQAP Manager to ensure <br />operations move forward without significant delay. <br />• Working with the Design Engineer to ensure the project is being built as <br />designed. This includes close monitoring of borrow materials for <br />consistency and homogeneity and communicating these field conditions <br />with the design engineer. Any significant changes borrow source materials <br />shall be re-tested in the lab for optimum moisture / max density and <br />plasticity. <br />• Delivery of construction testing reports to the Design Engineer.
