6.4.5 Exhibit E - Reclamation Plan
• Verify that the Geotechnical CQAP Monitor is onsite and that the
frequency of testing and equipment used in testing meets the testing
requirements.
• Confirm that testing equipment, personnel and procedures do not change
during the project or that any such changes do not result in a deterioration
of the monitoring process.
• Provide weekly reports on the field testing/monitoring results.
• Verify that all deficient areas have been reworked and re-tested to meet
the Liner Design Specifications.
• In concert with the Design Engineer, Prepare a final CQAP Report. The
purpose of the CQAP Report is to provide a permanent record of the
construction to the reviewing regulatory agencies that the liner designs
were constructed in accordance with the Liner Design Specifications,
Drawings, permit, and applicable regulations.
Key responsibilities of the Geotechnical CQAP Manager, include:
• Performing the daily testing and QA activities associated with construction
of the clay liner and complete daily field reports that will document the
chronological history of the work.
• Performing or overseeing field testing ensuring test type and frequency
conform to the CQAP. This includes communicating field tests directly to
the Project Manager / CQAP Manager during construction to ensure
correct compaction / moisture / density specifications.
• Working closely with the Project Manager / CQAP Manager to ensure
operations move forward without significant delay.
• Working with the Design Engineer to ensure the project is being built as
designed. This includes close monitoring of borrow materials for
consistency and homogeneity and communicating these field conditions
with the design engineer. Any significant changes borrow source materials
shall be re-tested in the lab for optimum moisture / max density and
plasticity.
• Delivery of construction testing reports to the Design Engineer.
