CQAPP MONITOR <br />PERMITTING AGENCY <br />DRMS/SEO <br />CEC is responsible for the design and construction of the pit liner. This <br />responsibility includes complying with the Colorado SEO's requirements, the <br />submission of CQAP documentation and verification to the Colorado SEO that <br />the liner was constructed in accordance with the Clay Liner Design and <br />Specifications. CEC will appoint a Project Manager /CQAP Manager for the liner <br />construction <br />The Project Manager / CQAP Manager has the overall responsibility for CQAP. <br />The Project Manager / CQAP Manager is responsible for reviewing the CQAP as <br />well as the Clay Liner Design and Specifications and Drawings for the work so <br />that the CQAP can be implemented without contradictions or discrepancies. <br />Other Project Manager / CQAP Manager responsibilities include working directly <br />with the Geotechnical CQAP Monitor. The Geotechnical CQAP Monitor will <br />ensure that testing laboratories are conforming to CQAP requirements and <br />procedures, and that sample chain-of-custody procedures are followed, <br />confirming that test data are accurately reported and that test data are <br />maintained for later reporting, and preparation of periodic reports. The Project <br />Manager / CQAP Manager will verify that communication of all QA/QC issues are <br />conveyed to and acted upon by the construction personnel. <br />Key responsibilities of the Project Manager / CQAP Manager, include: <br />• Coordinating schedules, meetings, and field activities. This responsibility <br />includes communications to other members of the CQAP organization, <br />material suppliers, and any potential subcontractors. <br />The CQAP Manager / CQAP Manager will have daily direct contact with <br />Construction personnel. The CQAP Manager / CQAP Manager has the <br />authority to halt any phase of construction because of quality related <br />concerns with respect to either materials or their installation.
