6.4.5 - Exhibit E. Reclamation Plan <br />(1) Please provide a general estimate of the amount of topsoil that is currently, and <br />will be, saved for reclamation along with an estimated range of depth for re- <br />deposition during reclamation. <br />(2) (a)(b) The pre and post mine land use are noted as rangeland. The proposed <br />reclamation is consistent with rangeland reestablishment per plan narration. <br />(2) (c) Please refer to Rule 3.1.: <br />3.1.1: See 6.4.5(2) (a) <br />3.1.2: is not applicable. <br />3.1.3: A general timeline estimate has been requested as part of the general <br />mine plan review. Please include a timetable for reclamation as well. <br />3.1.4: is not applicable. The site is noted as being on public lands but access is <br />restricted to authorized personnel by the operator per BLM permission. <br />3.1.5: <br />(1) Final grading is noted as 3:1 or less. <br />(2), Please clarify the length of portal to be collapsed and methods of <br />compaction to ensure post reclamation stability. <br />(3) Please provide a final grading plan that demonstrates final, permanent <br />stormwater controls that prevent precipitation interaction with reclaimed waste <br />and portal areas. <br />(4) See 2 above. <br />(5) The handling of uranium ores shall be addressed in Exhibit T. However <br />please provide a narrative as to how Nuvemco will ensure that on-site <br />radiation will not exceed surrounding area background radiation baseline <br />levels. Reclamation measures must ensure that: <br />• The concentration of radium-226 or radium-228 in soil may not exceed the <br />background level by more than 5 picocuries per gram (pCi/g) or 0.185 <br />becquerels per gram (Bq/g), averaged over the first 15 centimeters (cm) of <br />soil below the surface; and <br />• The concentration of natural uranium in soil, with no radioactive decay <br />products present may not exceed the background level by more than 30 <br />pCi/g or 1.11 Bq/g, averaged over the top 15 cm of soil below the surface; <br />and 150 pCi/g or 5.55 Bq/g, average concentration at depths greater than <br />15 cm below the surface, so that no individual member of the public will <br />receive an effective dose equivalent in excess of 100 mrem per year or 1 <br />millisievert (mSv) per year. <br />(6) Please clarify the length of portal to be collapsed and methods of <br />compaction to ensure post reclamation stability. <br />Please provide details and design criteria for the closure of all vent and <br />emergency escape ways. <br />(7) Exhibit F does not show final grade and topography to address this <br />subparagraph. <br />(8) is not applicable. <br />(9) No structural fill from outside the permit area is proposed. <br />(10) This subparagraph is addressed in Exhibit T, the EPP. <br />(11) This subparagraph is addressed in Exhibit T, the EPP.
