Several drill holes will be drilled from each of these locations and will be plugged <br />during mine site reclamation. " Per Rule 5.4.1, all prospecting drill holes shall be <br />permanently plugged, sealed or capped pursuant to the requirements of DRMS <br />rules immediately following the drilling of the hole and drill hole data collection. <br />Rule 5.4.1 (2) that Rule 5.4.1 shall not apply to drill holes drilled in conjunction <br />with an existing mining operation, please describe how the proposed drill holes <br />within the M-1979-181 permit boundary will directly support the M-1979-181 <br />mining operation. Also, if the proposed drill hole with in the M-1979-181 permit <br />boundary are to be converted to monitoring wells or water supply wells they will <br />need to be incorporated into the existing permit through a modification to the <br />existing mining and reclamation plans. <br />• For reclamation cost calculation purposes, a cost break down for each drill hole's <br />reclamation was requested. The response to included information regarding <br />methods to be used which is helpful but a specific depth is required to accurately <br />calculate reclamation cost for drill hole plugging and abandonment. Based on the <br />information received all proposed drill hole depths will be between 200-2,000 <br />feet. The Division will assume all 125 proposed drill holes will be 2,000 feet in <br />depth to insure adequate bond to reclaim the site is held by the Division unless <br />more specific drill hole dimensions are submitted by the applicant. <br />4. According to the application drill locations 12, 18, 22 and 23 are proposed which only accounts <br />for '/ acre of disturbance. Since 27 drill locations are included in the NOI will '/ acre of <br />disturbance be enough area to carry out the prospecting operation? Please explain how only '/ <br />acre of disturbance will result from 27 different drilling locations. <br />• February 11, 2010 response is adequate. <br />5. The proposed prospecting operation will take place within the Ruby Trust Mine, Permit M-1979- <br />181. Will any permanent structures or equipment be built within the M-1979-181 permit area? <br />It may be necessary to revise permit M-1979-181 to account for any-permanent/significant <br />changes within the permit boundary. <br />• February 11, 2010 response is adequate. <br />Additional Items <br />6. It is stated that "A total of one to fifteen holes will be drilled from each site." Please submit more <br />precise information regarding how many holes will be drilled per pad and what specific amount <br />of drill holes are proposed for each pad. The statement in the application could be construed to <br />mean that up to a total of 405 holes could be drilled when the application formally proposes 125 <br />holes. <br />7. The application states "Several sites which require a widening of the existing road will require <br />no reclamation as Ouray County may want the site be used as a passing area." Please clarify <br />where and how much area is involved in the proposed road improvement. Please clarify if the <br />acreage is included in the total 1.25 acres of the proposed surface disturbance.
