of fluids contaminating soil and stormwater. Any spilled materials will be cleaned up
immediately and disposed at an approved facility as soon as possible.
• Signs will be posted indicating where waste oils and refuse are to be disposed.
• Storage locations for spill clean-up equipment and materials will be appropriately
marked.
• Storage containers, drums, and bags will be stored away from direct traffic routes to
prevent accidental spills.
• Empty drums will be covered to prevent collection of precipitation.
• Any containers will be stored on pallets or similar devices to prevent corrosion of the
containers, which can result when containers come in contact with moisture on the
ground.
• All chemical substances present at the site will be identified and listed. Material Safety
Data Sheets (MSDSs) will be obtained for each and will be readily available for use.
• All chemical containers will be labeled showing name, expiration date, associated risks,
suggestions for handling, and first aid information.
e. Spill Prevention and Response Procedures
A spill is defined as the unintentional release of a material in use, process, or storage at the mine
that may result in a significant adverse impact on the environment. Because only a small volume
of chemicals and petroleum products will be used and stored at the site, a spill containment,
control, and countermeasures plan will not required.
The locations for storage of chemicals and petroleum products are shown on Maps C-4, C-5, C-6
and T-1
In the event of a spill of fuel, lubricants, hazardous materials, or other substances, the mine
personnel present will evaluate whether they can safely and adequately contain and clean up the
spill. If not, Montrose County emergency response personnel will be contacted. The CDPHE
will need to be notified in case of a large spill.
The SWMP Administrator will be the designated Nuvemco personnel for spill response and
clean-up authority. He or she will be notified immediately of all spills.
Instructions for spill cleanup procedures will be developed by the SAW Administrator. These
will include provisions that spills will be cleaned up or corrective/containment actions will be
implemented immediately. Signs will be posted at critical locations which provide a summary of
spill control information, contact names and phone numbers, and equipment locations.
Absorbents will be stored in fuel use areas. Containers will be available for used absorbents.
Emergency spill containment and clean-up kits will be made available and stored in accessible
and convenient locations. Kits will contain appropriate clean-up materials which are applicable
to chemicals and petroleum products stored and used at the site.
f. Employee Education
CDPHE stormwater permit regulations require that facility personnel be trained periodically.
Because the Last Chance Mine is a small facility, scheduled staff training will take place only
once per year. In addition, new employees will receive an SWAP briefing before they start work
at the mine.
The training program will cover the following topics:
6
