Communications Protocol <br />All use of radios shall follow standard and courteous broadcast protocol, <br />including appropriate user identification and sign on/off language. In emergencies, radio <br />or linked radio-telephone communication with the next higher supervisory individual <br />shall be established as soon as possible. However, notification of public or other <br />emergency response authorities as listed in this plan shall be performed first if the <br />emergency demands such prompt action. <br />Emergency Repines Management <br />In order to have a smooth and fast functioning response to any emergency, a <br />system of establishing the chain of command must be in place and be followed <br />rigorously. During the initial stages of an emergency on the quarry site, the on scene <br />emergency command chain will follow the normal occupational chain of command. The <br />exception to this rule is in the case of a medical emergency, in which case the on scene <br />senior command shall switch to the individual with the most appropriate training for the <br />emergency at hand. For example, in the event of a serious injury, a trained Emergency <br />Medical Technician (if present) shall make all decisions regarding the care, movement or <br />evacuation of the injured party. The EMT however shall only engage in those medical <br />procedures that he is qualified and authorized to perform under the protocol established <br />by the company Physician Advisor. <br />Once a legal jurisdictional unit arrives on the scene or takes command via a <br />communication system, such as law enforcement unit, or fire district unit, the chain of <br />command shall, in most circumstances, switch to the official public entity. This is <br />particularly the case in a natural disaster or an event involving non-employees on the site. <br />Upon transfer of the command to a public emergency response commander, <br />employees of Colorado Stone Quarries, Inc. shall follow the instructions of the public <br />emergency response commander. In some cases, Colorado Stone Quarries, Inc. <br />employees may be asked to provide aid to the public commander or on-site coordinator. <br />17
