III. COMMENTS-COMPLIANCE
Below are comments on the inspection. The comments include discussion of observations made during the
inspection. Comments also describe any enforcement actions taken during the inspection and the facts or
evidence supporting the enforcement action.
Hydrologic Balance cont.: Waste water pond gate valves were frozen. TCC thawed out the gate valve with
a"weed-burner". This was effective and allowed the ponds to operate according to design and not overflow.
Processing Waste: TCC continues to haul refuse to the existing CRDA. TCC is allowing refuse to drain at
the southern end of the Existing.RDA. The 40 quarter Refuse Pile report included a map showing locations
of the compaction tests. Once the RDA expansion is ready to accept refuse, TCC will begin closing in the
road at the existing RDA.
TCC will begin constructing underdrain once topsoil has been salvaged. Large and medium rock material is
beginning to be delivered in order to commence construction of the underdrain. Large rock material is
limestone from a quarry new Maybell. This material has been used successfully by TCC previously for
riprap and has proven durable. The mid-grade rock material is 2.5"-4"cleaned river rock.
Large durable limestone for RDA-exp.Underdrain..................................2.5"-4"river rock for RDA-exp. Underdrain
Support Facilities: TCC needs to complete the removal of the hydraulic oil contaminated material at 6MN
facilities area and at 18RT. The majority of the structures at 18RT have been removed. Please provide an
abandonment report to the Division documenting the sealing methods, and compliance with the approved
sealing plan and regulations, upon completion of sealing this shaft. Grading, backfill, and reclamation of the
18RT pad area are projected for 2010.
5 of 8 WHITE-File YELLOW-Operator PINK-Specialist
