Tierra Piedra Ranch LLC <br />Tierra Piedra Gravel Pit <br />EXHIBIT "C"-MINING PLAN (revised) <br />a. It is anticipated that mining will commence in April or May of 2009. It will be an <br />intermittent operation, as it will provide construction materials as needed for local <br />projects. Pursuant to Section 34-32.5-103(11)(b), C.R.S., operations at this gravel <br />pit will resume within at least one year from a date of temporary cessation. In <br />addition, the affected lands will likely be used for gravel pit operations less than <br />180 days per year. <br />b. The estimated depth to which soil, suitable as a plant growth medium, will be <br />salvaged for use is 2.5 feet. Two test pits in this area confirm topsoil depth. <br />Topsoil to be stripped in stages as mining progresses, salvaged, and stockpiled as <br />shown on Mining Plan map. The bulk of stockpiled topsoil will then be <br />transported to other locations on the ranch and reapplied immediately. The <br />remaining stockpiled topsoil to be utilized for reclamation will be stabilized with <br />a vegetative cover per landowner specification (see Reclamation Plan). <br />Stockpiles will have a maximum slope of 2:1 and stormwater BMPs will be <br />installed around the base of them. <br />c. Overburden is minimal. All material below topsoil to be mined and processed. <br />There will be no stockpiles of waste rock or overburden. <br />d. The thickness of the deposit to be mined is approximately 30 feet. <br />e. Major components of the mining operation are an access road, gravel pit, and <br />Surface Operations area. Per the Mining Plan map, a setback between the edge of <br />the permit boundary and the gravel pit will provide surface access for equipment, <br />etc. Processing facilities (portable crusher and screener) will be proximately <br />located to the excavations as they progress from northwest to southeast. Moving <br />the portable screener and crusher as excavations progress minimizes the distance <br />of material transfer. No offices or buildings will be installed for this operation. <br />f. The total project area equals 6.4 acres (gravel pit measures 4.6 acres, the access <br />road measures 0.8 acre, and the Surface Operations area measures 1.0 acre). <br />There will be no mine benches or impoundments. Excavation will commence at <br />northwestern side of pit and work southeasterly. Stockpiles of excavated material <br />will be located by the portable screener and crusher as it follows the excavations <br />from northwest to southeast (excavations will be intermittent to provide materials <br />as needed by construction projects). Per the Mining Plan Map, there may also be <br />a stockpile of excavated material in the southern portion of the Surface Operations <br />Area. During excavation, the slope gradients will vary but will average 3:1. It is <br />estimated that as much as 100' of horizontal length along the pit slope could be <br />steeper than 3:1 at any point in time. However, no back sloping or slope <br />reclamation will be necessary, as the excavated slopes will generally have a 3:1 <br />gradient. <br />g. Existing and proposed roads will have a 10-12' running surface with 6-10" of 3" <br />minus gravel. Specifications of existing and new roads are determined by <br />Archuleta County standards, as this project must receive county approval. <br />Stormwater BMPs will be installed along the access road.
