Tierra Piedra Ranch LLC
Tierra Piedra Gravel Pit
EXHIBIT `B"-SITE DESCRIPTION (Revised)
a. The bulk of the project area is a planted alfalfa field. All lands within the Project
Area have a vegetative classification of "River Bottom" by the NRCS. See
attached "Soils Map". The vegetation may also be classified as "Rocky Mountain
Lower Montane Riparian Woodland and Shrubland". Dominant trees may
include Box elder, narrowleaf cottonwood, balsam cottonwood, plains
cottonwood, Fremon cottonwood, Douglas-fir, blue spruce, peachleaf willow, or
Rocky Mountain juniper. Dominant shrubs include Rocky Mountain maple,
speckled alder, water birch, red-osier dogwood, river hawthorn, desert olive,
chokecherry, skunkbush sumak, park willow, Drummond's willow, coyote
willow, bluestem willow, shining willow, silver buffaloberry, or snowberry.
Common grass species include Indian ricegrass, blue grama, thickspike
wheatgrass, Idaho fescue, needle-and-thread, Great Basin wildrye, galleta,
western wheatgrass, Sandberg bluegrass, or bluebunch wheatgrass. Sagebrush
and scattered oak shrublands may also be present. Land use is mainly livestock
grazing and some irrigated hayland adjacent to project area.
b. A gas well pad (Petrox Resouces, Mildred Wright #1R) is adjacent to the northern
portion of the new access road for the gravel pit. A wellhead, pumping unit,
meter, separator, and water tank are located on the well pad. A notarized Damage
Agreement between the Applicant and Petrox Resources is attached. The fence
along the eastern boundary of the pit will remain in place. A dilapidated fence is
also located along the southwest portion of the permit boundary. It will be torn
down for construction of the pit and will not be replaced. Please see "Mining
Plan Addendum Map" for depictions of the gas well and fences.
c. The Piedra River, flowing south, is adjacent to the Project Area. The owners of
the parcel have water rights from the Piedra River of 5 cubic feet per second.
Any water utilized from the river will be metered to ensure compliance. Only the
Piedra River will receive drainage from the Project Area. Existing water quality
in the area has not been assessed for this stretch of the Piedra River (EPA:
http://iaspub.epa.gov/waters/enviro.wcontrol?p id305b+COSJPI06B 8800). The
depth of the static water table is approximately 25' to 35' based upon information
from water wells in the general area (water well information provided by Division
of Water Resources). Per USGS National Water Information System, the annual
average water discharge for the Piedra River at the Arboles gauge station ranges
from a low of 53.5 cfs in 2002 to a high of 822.2 cfs in 1979.
In addition, there is a natural swale in the southern portion of the project area.
The portions of the swale located within the gravel pit will be excavated. The
other portions of the swale will be retained and utilized as a future pond overflow
structure. It is anticipated that the water level of the Reclaimed Pond will
seasonally range from 0' to 3' from the top of slope.
